13 Chakma boys 'disappear' in police custody, Students' body shocked
Arunachal Pradesh Chakma Students Union (APCSU) has expressed serious concern over the sudden disappearance of 13 Chakma boys, accused in the high profile gang rape case, from Chowkham police station of Lohit district on 19 July.

The police reportedly claim that all the accused fled from the police station in the wee hours of 19 july, following which they asked their parents/guardians to inform them about their whereabouts at the earliest.

On the other hand, the parents/guardians are taken aback by the information given by the police to them.

The disappearance of the accused form the police station is shocking and shows utter negligence by the police. At the same time, it is unbelievable as to how the accused could have fled from the police station at the first place. The theory propounded by the police is at best difficult to believe given the nature of the case.

Further, it is unfortunate if the police are pressurising the parents to inform them about the whereabouts of the accused. It is the duty of the police to find the accused and not the parents, if at all the accused fled from the police station.

APCSU has learned that most of the accused are minors. If this is true, it is a serious violation of provision of Juvenile Justice Act 2000, which forbids detention of minors in police station or jail under any circumstances. Moreover, it has been learnt that the victims were not produced before Juvenile Justice Court or sent to Juvenile Home as required under the Juvenile Justice Act.

Whether or not the accused fled from police custody, the accused remain at risk given the nature of the case.

Therefore, APCSU urges the state government of Arunachal Pradesh to immediately order a high level independent enquiry into the disappearance and to ascertain the circumstances of the incident and to ensure the safety and security of all the accused. Further APCSU requests the state Government to order enquiry into the alleged violation of the provision of the Juvenile Justice Act irrespective of caste and crime committed by the accused.
