Such an auction necessitated because of Supreme Court verdict, and seems to have been designed to defame Comptroller & Auditor General (CAG) of India Vinod Rai, as is evident from versions of spokespersons and government ‘celebrating’ victory over non-achievement of a deliberate flopped auction.
