A model code of conduct
The universities across India are in dire need of a code of conduct, regarding lecturers, departments as well as the functioning of the universities themselves. This open letter to Vice Chancellors of all universities, is a possible suggestion
NOWADAYS, THE faculty at any university, particularly the teaching staff are assigned to administrative work such as Proctorship, Dean of Student Welfare, Finance Officer, Registrar and so on. However, they should only teach and undertake research. The only exceptions ought to be the head of a Department or the Dean of a Faculty.
 
Therefore there is a dire need for a well designed code of conduct that has to be signed by every teacher at the beginning of each session. It ought to include the following: 
  • Full responsibility of teaching;
  • Completing the full syllabus within the given time-frame;
Not getting involved in any administrative assignment;
  • Not getting engaged in coaching institutes in any way;
  • Undertaking research and getting at least two papers published every year in reputed academic journals and consultancies, if possible;
  • Providing full support to the Department in all respects;
  • Not leaking any information, as discussed in meetings both at the level of the Department, and at other levels, to others;
  • The universities should therefore, immediately
    • Withdraw all the administrative assignments from the teachers and ask them to go back to their Departments and focus just on teaching and research;
    • Attain bureaucratic control over the functioning of the organisation. The Vice Chancellors must be aware of what is happening in every department at a given time.
    • Take action against all those teachers who either run any coaching institute or teach there, and even those who are involved in any other business;
    Apart from this, the universities must undertake the following on a urgent basis
    • Link programmes with other Universities and Institutes for academic interaction;
    • Filling up of vacant posts with specialists; preferably from the country
    • Monitor the outflow of funding, and take care that that it is not nefariously used
    • Modernise the Infrastructure and support extra curricular activities like theatre, dance and music.
    • Formulate a committee of alumni who could advise the university of ways to attain its past glory
     
    The Departments must take the following steps to upgrade research:
    • Supervision should not be given to retired Professors (who become external), as no library or other facilities (like Office) are available to them; If this is done, where exactly could students meet the supervisor? At his/her home, or where else? Leaving a few Departments, most of the Departments assign research supervision to retired lecturers.
    • Occasionally hold seminars and workshops inviting people from other universities and institutes;
    • Keep the names of the appointed research examiners strictly confidential. Even the supervisor should not know as to who are the external examiners.
    • Keep a proper account of the funds that they get and ensure that accounts are properly audited.
     I hope that this Open letter to all universities would make some positive impact on the status of the universities across India.
