THE NEWS on TV showed something viably impossible and unheard of by covering none other than our erstwhile Prime Minister making Minster’s accountable for work and progress of their ministries and praising or reprimanding them on an individual basis. For the first time I was happy to see someone striving to bring in change, wether it was Rahul Gandhi’s vision which he had acquired by seeing the official apathy, negligence and corruption to the core on his grass roots level tour in Dalit areas in UP and elsewhere. The time has come for change or doomsday is not far off. For saving our nation and see her really progress we require a “National Vision.”
The President of India should lay down the National Vision for our nation to become once again famous and the most sought after global military and economic super power “The Golden Asian Tiger” and it should be:
“We the proud people of India, the true sons and daughters of the soil promise to and will abide by the procedures, rules and regulations laid down by our Constitution to the fullest of our abilities so as to protect our freedom, honour and religion’s by observing world developments calmly, make and fulfill our commitments to the nation and its people with policies designed accordingly and their fulfillment as committed responsibilities of all private and government employees from top to bottom of our society in the shortest and the most profitable viable time. We all will stand by with great respect and reverence with a democratically elected peoples government and our commitment to make ourselves self sufficient and strong as a people and a nation. We will do everything in our power to see our nation take its proud place as a world leading superpower .We will ensure her progress and safety in all sectors by developing and building a military setup, which would be the envy of all our nations enemies. We stand committed to support it and protect our interests and the interests and well being of all our well wishers in the most calm and a democratic fashion and manner. We as a nation would never give in to pressure or fail anyone who depend upon us and do our level best in keeping the environment safe and sound for generations to come.”
Once our vision is in place then each and every government functionary, right from the minister to the lowest rank should dutifully lay down his or hers hierarchal mission attuned with the National Vision and mission. He or she should decide upon and lay down time bound individual role, duties and responsibilities with full accountability liable for reward or punishment in the form of goals. The minister has to ensure through the bureaucratic setup to provide all adequate resources to the cadres to achieve individual missions.
There has to be frequent audits, checks and measures to ensure accountability for all achievements throughout the entire system. There has to be a set procedure laid down in a scientifically and planned manner for ensuring compliances and also to take into account all individual progress and accountable achievements. The checks and measures have to ensure that there are no compromises of any sort whatsoever. This has to be ensured by a junior reporting to his senior and ultimately the secretary reporting to the minister and the minister to the Prime Minister and the Prime Minister to the President of India to ensure that a ministry as a whole is functioning properly in accordance with national vision and mission. The judiciary has to ensure its safety and punish offenders by the power it wields in the form of our law.

Individual discipline and commitment is the key for its success as this entire procedure should be nationalist in spirit and democratic in form. The national parties should also ensure their party agendas are tuned with the National Vision and mission and this can be achieved by the Election Commission who would debar or ban or penalise any offenders whose party goals do not coincide with that of our National Vision or mission. The best part would be that it would finish corruption and also dereliction of duty
This also should be followed suit by the private sector, which is not at all difficult as rules and regulations are already in place by different ministries only they have to ensure compliance.
There is another important thing that has to now be tackled as labour, workers whether white or blue collared have to be government servants and also all Finance and Accounts departments of private and public sector firms should also be under the HR Ministry and Ministry of Finance respectively. This would ensure transparency in the long run with minimum tax and other duty evasion. No entrepreneur or company would be able to hide anything or any illegal activity and would be compliant with all government laws, rules, regulations and procedures ensuring achievement of our National Vision. This would be very cost effective and ensure adequate job availability and satisfy company’s requirement of trained workforce to a great extent. Small companies would benefit the most as they would be able to access the best quality talent and accounting services anywhere across India. This also should be accompanied with free high quality accommodation of minimum one room per family member with all modern amenities along with pension and health care benefits. Social justice as laid down by the Gandhian policy for the good of the people would prove to be the most effective here.
Our country’s burgeoning population and lack of pension or a social security system has to adopt this kind of police to give solace to the people and ensure their health and safety in the long run.
I hope that this would be a pioneering article in getting people to think beyond a stereo typed thinking and benefit our nation building process as a whole.
