There is no need for legislative councils in our electoral system as they are just used to rehabilitate candidates who taste defeat at the hands of electorate in general elections - giving them an opportunity to spend their lives at public expense.

But many states have restored legislative councils just for rehabilitation of family-members and other favourites of political rulers including several candidates rejected in general elections to be employed at public-expense through legislative councils which have no other practical utility except to provide an expensive feather on caps of those elected.
Ruling parties in states often manipulate winning of its candidates in elections to Vidhan Parishads by mis-use of power. Constitutional provision of having Vidhan Parishads in states should be altogether abolished.
