'AFFORDABLE HOUSING- How law and policy can make it possible', another research work of senior advocate Dr Arun Mohan was launched by Kumari Selja, Minister of Housing & Urban Poverty Alleviation and Tourism. Justice R. V Raveendran, Judge, Supreme Court of India presided over the function.
‘Affordable Housing’ examines the problems faced by housing sector across all its stratas – upper middle, middle, and lower middle in particular and comes up with practical solutions on how cost can be reduced and actual development carried out. The work points out how 44 per cent of our population which can afford to repay a home loan is ignored by the finance sector. The cost of ownership can be reduced by over 30 per cent, the interest rates (or home loans) can be reduced and those who are treated as unqualified for finance can also be given the finance.
It also informs how a person who is earning a little more than the minimum wage can look forward to purchase his own flat one day. Keeping in view the economic fundamentals and human behavioural patterns, this work covers the problem of housing in its true spirit and is targeted at the policy maker, those concerned with implementing the policy and written in a pattern that even a layman will find it worth it. The book also highlights information and facts a prospective flat buyer, or one taking a home loan, must know. The ‘crisis of confidence’ between the builder, the flat buyer and the bank financier is sought to be overcome by the concept of a Certifying-cum-Performance Guaranteeing Company (CPG Co.). The author took time off from his busy practice and conducted this research and creative writing for public service, as housing is a subject where subsequent light should be thrown. Written from a multitude of perspectives, ‘Affordable Housing’ is a stimulating work written by the renowned Senior Advocate in his inimitable style and clearly demonstrates his ability to fuse the insight on housing from all its perspectives.
.Excellent idea offered on this article. there are many self employed groups who earn on a daily basis through their sale offers - such people could be helped with housing by a very friendly interest rate regime which could be payable on a daily basis basing their sales. Such a move will be a very help to the underprivileged class who are dependent on their daily income.
.PSU Banks don't obey National Rules or in that case RBI instructions. The CMD, ED, GM, AGM, Sr. Managers, Managers and Officers are needed to be replaced / or trained properly with respect to Law and Finance Management. Then only affordable housing is possible.
.the recent earthquake in Chile brings some facts as follows : the earthquake is of a very large magnitude as compared to the one
felt in Haiti; Haiti suffered a huge loss whereas Chile has suffered much less. The fact remains, on the basis of a question,
is it the earthquake or mankind responsible for human lives when earthquake occurs. When we compare, the losses at Chile and
Haiti, human errors seem to take precedence. In Haiti, the construction of buildings and bridges are of very poor quality - there
are reports that some pillars fallen are getting crushed under the grip of human hands which means hardly any cement is used
or any building code of conduct followed. Even the Presidential Placace in Haiti is crush during the earthquake. On the other
hand, though the magnitude of the earthquake is much much bigger in Chile, when compared to Haiti, human lives are not that big
a number though the figure is inching towards a 800-1000 mark. this goes to prove that code of conduct rules are followed by
builders community and inspection and checks have been carried out; building bye laws, rules and regulations are in place. However,
they seem to be inadequate when matching with such earthquake on a big scale. Taking a cue from all these, Indian Government
can do well to regulate the building community in the country and appoint specialists who could cover these earthquake prone
areas and find out the cause of sabotage inccured to enable them to come out with better rules and regulations framed for
being followed the building community enmassee so that there is minimal or no loss of human life whenever there is a big
earthquake to follow. Japan is one country which is earthquake prone but has come out with great discovery enabling the
building and structures to withstand pulls and forces at the time of earthquake - such practices msut be introduced in India
on a massive scale by the building community - more so when there is a huge demand for housing and numerous builders are
appointed-engaged to construct houses and buildings in the near future involving millions of investment.
