AIPEF seeks discussions on amended draft of electricity bill
All India Power Engineers Federation (AIPEF) has urged Piyush Goyal, Power Minister to have discussion on amended draft Electricity Bill with power engineers and employees before discussion in parliament.
Shaliender Dubey, Chairman AIPEF said that Piyush Goyal had assured the power engineers and employees that the Electricity (amendment) Bill will be amended. The amended draft has not been made available to us and in case the bill is placed before parliament total work boycott will be resorted on the same day.

As per study conducted by Prayas energy group the experiment of multiple supply licensees has failed completely in Mumbai. The concept of franchisee system has failed and a number of licensees of power distribution franchisee have been cancelled.

Sunil Jagtap, Additional General Secretary of Federation said that a study by Pune based research group Prayas had concluded that even in prime area of Mumbai the experiment of multiple choice, consumer changeover and switching had failed with high cost of supply being Rs 8 per unit with regulatory assets of over Rs 3400 crore which represents recovery to be made in coming years from consumers and this would result in further tariff rise.

Padamjit Singh, Chief Patron, AIPEF while addressing executive committee said that all the long term power purchase agreements made with private generators should be reviewed particularly the condition off take or pay for capacity charges needs to be removed.

States are paying thousands of crore to private companies even without purchasing single unit as per terms and conditions of agreements. Excess addition of power capacity by private sector power stations has led to backing down of state thermal power plants.

V K Gupta, spokesperson of Federation said that the main factor responsible for this is eliminating the role of Central Electricity authority (CEA) for examining the justification and economic rationale in new capacity addition. The role of power planning & CEA was eliminated & replaced by market forces.
