Vipin Malhan (VM): Noida Entrepreneurs Association was formed in the year 1985-86. We have in total over 5000 members registered with us. We have been associated with State Government of Uttar Pradesh, Noida Authority, Electricity supply Companies in Noida & Greater Noida, Central Excise & Customs, UP Trade Tax, Labour ESI & other Government and semi Government department and are in a way connected with them on real time basis. We get all the information about new development in all the organizations and pass on the same to the member units. NEA represent the member units with these and other concerned departments for all policy matters as well as specific/ individual problems if any.
Q: Most Entrepreneurial Startups are from the SME segment. Is Noida, with its high real estate prices and escalating labor costs, a good place to start your business?
VM: Noida was promoted by the State Government in coordination with central Government to provide world class infrastructure for industries in vicinity of Delhi in the National Capital Region so as to provide economic Growth and employment to the people and also to ease the pressure on Delhi. In the initial stage the State as well as Central Government was very keen to develop the area as a model with world class infra structure and the price of industrial plot also was fairly reasonable. Lot of industries came to Noida and it has come up as hub for Electronics, Garment, Domestic Appliances, Automobile components and other ancillary units for large industrial units. Lately many computer hard ware and soft ware giants have entered in The demand for land skyrocketed due to demand and the authorities started to act as land lords and property developers instead of industrial growth agencies. This has resulted in to Noida being more of a premium residential and commercial city instead of its original purpose of industrial growth.
Q: How does the Entrepreneurial Setup in Noida fare in comparison to other cities in NCR namely, Gurgaon, Faridabad etc.?
VM: Noida in comparison to other neighboring areas in more strategically located and has got one of the best infrastructure faculties but lately the apathy of authorities, anomaly in tax structure and rampant corruption has resulted in to relocation of many units to other states or closure of many units which is causing drastic financial loss to the sate and also curtailing the employment opportunities.
Q: Has the State Government and the central Govt. been supportive to the culture of entrepreneurism? Your views on what has been done and what is lacking.
VM: The Government till early 90?s were supportive of industrial culture and promoting industrialization with many incentives but the same has dried up for past few years and now the Central Industrial policy is pro large scale units and MNCs which is curtailing growth of MSMEs.
Q: What will be your demands from the new Lok Sabha leaders of the region after 2014 elections? What is that you will like to see change in Noida to encourage and support the business environment for Entrepreneurs in Noida?
VM: The first and foremost demand shall be implementation of equal tax regime or GST, Introduction of Output based incentives for MSMEs, reintroduction of favorable Govt. And MNCs procurement policy, adequate power availability, corruption free environment and allotment of land for small and medium units. The entrepreneurs of Noida has enough courage and potential to compete with any economy may be European countries or our neighbor China in Quality products at competitive prices and Noida shall again become world favorite.
