An open letter to Telangana's Hon'ble Municipal Administration Minister
Respected Minister for Municipal Administration – Sri KT Rama Rao garu,

We are residents of Happy Homes Towers and Palaces residential complex, where about 700 families of lower middle class reside, 70 per cent of which belong to the minority community. We have been residing here for more than a decade.

We have been facing severe water crunch for our day to day needs since the last five years due to depletion of groundwater levels in the existing borewells. The cause for depletion of water are several multistorey and individual building construction projects going on in the adjoining Front View colony. All building has gone for deep borewells. As there is low pressure and the quantity is insufficient we are forced to buy water from tankers of private players to make up the gap due to lack of supply in rainy and winter seasons. During summers all the wells go completely dry.

The resident families have been requesting the erstwhile Andhra Pradesh government again and again to provide metered drinking water connection, waiving off the connection charges, vide our email representation dated February 25, 2016, to the Hon'ble Chief Minister, Telangana, with a copy marked to your office.

Yourself having read the mail and acknowledged the receipt via email reply dated February 26, 2016, stating: "Thanks for writing in to us. Have copied in our MD of HMWS to look into the matter at the earliest Regards."

Having waited for more than six months for response on our representation from your office, we took up the issue with our Constituency Lok Sabha Member of Parliament, Konda Vishweshwar Reddy and he was kind enough to forward our representation to your office vide Letter no. 547/MP Chevella/2017, dated 28 February 2017.

After nearly a year of our reminder to your office with a copy marked to MD, water board in January 2018, the things started moving related to our complex's water connection.

In the month of February, 2017 the Rajendra Nagar division water board officials visited our locality and submitted their initial report to the water board head office reference - letter no. DGM(E)SD-1/O&M Divn. No. XVI/Report-Happy Homes WS/2017-18/16, Dt: 02/04/2017.

As there are 700 flats in the 9 blocks of our complex, they have arrived at the quantity of 9 KL per flat, 10M length of connection and 7M head - 1500 gallons per minute and size connection required is 150mm dia. As the DI line of 250 mm dia is at 110 meters away from our complex, 110 meters of 150 mm dia pipe line has to be laid. Further, they say that, individual connection to each tower will not be given as all the towers are in one complex, can give water connection under bulk category and consumer has to construct storage sump.

Sir, we are glad that, as per initial report Rajendra Nagar Division officials have come forward to provide a connection under bulk category which will be connected with the meter. Based on the feasibility report we understand that the connection will be given without any development charge levies and do expect it will also be mentioned in the final report to be submitted by board headquarters to your office.

We were shocked to note the final report of Hyderabad Metropolitan Water Board Approved Intimation for Payment by GM (SWC) dated 20/1/2018 – as per ED's note no. 53/GM(E) SWC, dated 16/1/2018 related to our file no. 2017-5-516 dated 28/6/2017, the charges mentioned for the bulk connection to our complex were around Rs 1.65 crore and payable within sixty days. The order's valid was till 18/3/2018.

A requisition email dated January 30, 2018 was sent to MD-HMWSSB seeking clarification on the levies charged and for reconsideration of the same.

On February 9, 2018, received an email from MD office stating that "noted contents will submit ATR".

The report received via email on March 16, 2018, from B Vijay Kumar Reddy Director (Revenue & UFW), HMWS&SB stated, "Dear applicant, all charges are levied as per the Board norms and need to pay compulsory, only on RWH Structure consultancy services charges are adjustable."

Since then, we are running from pillar to post to meet you in person to apprise you on the issue but our efforts have been futile.

We, 700 lower middle class families cannot afford such huge payments to the board, and hereby place a humble request to the government to reconsider the charges and provide us a metered drinking water connection as per size agreed waiving off all other charges levied as per the intimation of payment issued to us.

We do hope that, your people friendly government will take an early decision on the matter and give us a water connection as state festival "Bonalu gift".
