AP: First Digital City in the country
The government of Andhra Pradesh has decided to set up a Digital Entertainment City (DEC) in Hyderabad, the first of its kind in the country. It has taken certain precautions considering the blunders it committed during the Fabcity allotments.
THE GOVERNMENT of Andhra Pradesh is to set up a Digital Entertainment City (DEC) on the outskirts of Hyderabad. The government claims that it will be the first-of-its-kind in the country. The Digital City may encompass Sultanpur in the adjoining Medak District. The Hyderabad Urban Development Authority (HUDA) has agreed to release initially 100 acres for setting up the DEC. This decision was taken at a DEC Consortium meeting held recently. High-ranking officers of the Information Technology department participated in the meeting. The chief minister of Andhra Pradesh has to approve of their proposals.
 
Considering the problems that arose during Fabcity allotments, the government has decided to form a special purpose vehicle (SPV) for setting up the DEC. If the government forms an SPV, there is no likelihood of any company getting to enjoy a monopoly. The government of Andhra Pradesh and the animation, gaming, film and media industries will be the represented on the SPV. The government will appoint all the members. It will allot land to the companies at a fixed price. It also plans to rent out some space to small companies. Companies proposing to join the SPV have to invest a minimum of Rs 1 crore. The maximum investment is Rs 20 crores. 
 
The DEC Consortium has invited expression of interest (EoI). Surprisingly nearly 40 companies, national and international, have expressed their interest. The government also plans to conduct various training programmes related to the film industry.
