These have only happened due to sheer political blackmail and so, the only way of undoing this shoddy system is by electing the Chief minister by a secret and compulsory vote of all MLAs, on nominations signed by at least one-third MLAs.
THE RECENTLY formed Hooda government's attempts at adjusting all seven independents who supported them is no more than a shoddy attempt at appeasement politics. Providing these independents with ministerial posts and making few others parliamentary secretaries, would in no way be in the favour of the state or the nation.
These appointments, which include the probable appointment of a BSP MLA at the post of the Deputy Speaker, are a corrupt practice, which while attempting to appease all allies causes unnecessary burden onto the exchequer.
On top of this, the appointment of so many parliamentary secretaries, also bypasses the recommendations of the Administrative Reforms Commission (ARC) on ministry size.
These have only happened due to sheer political blackmail and so, the only way of undoing this shoddy system is by electing the Chief minister by a secret and compulsory vote of all MLAs, on nominations signed by at least one-third MLAs.
Such an appointed CM would be removed only by no confidence motion, passed by same process. This system should also have a compulsion to name an alternate leader in the same motion.
It would also ensure that a situation like the one in Karnataka right now, where the CM is challenged by MLAs of his own party, would not be repeated. Then, legislative expenses can be considerably reduced too, by abolishing posts of parliamentary secretaries, as per the original ARC recommendations.
