The best option is to make Chief Information Commissioner turn-by-turn from amongst the existing senior-most Information Commissioners each for one year. This system will provide newer ideas from people coming to occupy the highest chair.
THIS REFERS to the recent meeting of all the Central Information Commissioners which unanimously endorsed their deep appreciation for great work done by Wajahat Habibullah as India’s first Chief Information Commissioner in establishing the transparency Act with great dedication making RTI Act serving the purpose aimed for, with no undue relaxation given to public-authorities even including Supreme Court, President’s Secretariat or Prime Minister’s Office.
It is to be noted that in the meeting except one unnamed Information Commissioner, rest all demanded that new Chief Information Commissioner should be selected out of present Information Commissioners only. However, the best option is to make Chief Information Commissioner turn-by-turn from amongst the existing senior-most Information Commissioners each for one year. This system will provide newer ideas from people coming to occupy the highest chair of the Commission apart from eliminating all chances of personal dissatisfaction of being overlooked to head the Commission.
It will also avoid situations arising out of in-between retirement of a Chief information Commissioner. System is working fine with renowned Faculty of Management Studies at Delhi University where senior-most faculty-members act as Dean of the faculty turn-by-turn for one year. Rather similar system should be adopted at institutions like Supreme Court, Election Commission, Vigilance Commission etc.
