Appreciable budget by Delhi Govt for fiscal year 2016-17
It refers to an appreciable budget presented by Delhi government for fiscal-year 2016-17 where additional funds are provided for public welfare schemes and other aspects necessary for day-to-day life of common citizens that too after reduction in tax-rates on several commodities.
It will be better if some functions presently under three civic bodies may be transferred to Delhi government for ensuring better living of citizens of Delhi. Rather funds should be saved by abolishing civic bodies where corruption and mismanagement has always been talk of the town under every political regime.

Functions of three civic bodies can then be performed by Delhi government. However a crash scheme to abolish encroachments (at least prevention in future) of any type on public-land could have been planned in Delhi budget.

Even Delhi High Court recently advised three civic-bodies to hand over their pension schemes to Delhi government evidently because of poor handling of pension-schemes under them. South Delhi Municipal Corporation (SDMC) stated there that it had sufficient funds to provide pensions. On the other hand North Delhi Municipal Corporation (NDMC) during a hearing before Central Information Commission (CIC) expressed its inability to pay pension on a matter where NDMC is likely to receive a show cause for award of compensation in the matter.

Earlier heavy compensation of Rs 1 lakh was directed to be paid by Delhi Government in the same matter because of confusion on transfer of funds. In the present system, there always exist possibilities that a person or spouse may be getting undue pensions both from Delhi Government and any of the Municipal Corporation of Delhi while rules of Delhi Government strictly provide pension to just a single person under any of the schemes.
