Appreciable MHA initiative regarding selection-procedure for Padma awards: More needs to be done
Union Ministry of Home Affairs (MHA) has taken a nice initiative in including a representative from Sports Authority of India in search-committee formed by the Central government for making recommendations for the Padma awards.

It will eliminate undesired controversies like the one created by Saina Nehwal in the year 2015 by levelling allegations against the Union Sports Ministry of not recommending her name for the upgraded version of Padma award to MHA.

Another notable improvement is that the nomination-process has been made online which will be more environment-friendly, fast and convenient for the members of the Awards Committee to carefully make up their minds even before meetings of the Awards Committee. The new system will also enable MHA officers to make the selection process public soon after the announcement on the eve of Republic Day.

However, some more improvements if implemented will definitely tend to end the usual controversies associated with the Padma awards. Awards Committee should be set up by consensus of the prime minister and leader of the opposition with the secretary of the opposition leader being a member of the Awards Committee.

In a country with a population of over 1.2 billion, it is not proper to grade just about 100 personalities selected every year for the three variants of the Padma awards, thereby diluting real value of Padma Shree in presence of Padma Bhushan and Padma Vibhushan.

It would be best to abolish Padma Bhushan and Padma Vibhushan. However, if Padma awards are to be retained in three grades, then there should be a rule that a person may be honoured only once in his or her life-time by any of the three variants of Padma awards. If a personality thinks that he/she deserves a higher variant at any later stage of life, then he/she may refuse to be honoured with the lower variant, and may wait for a higher variant sometime later in life.
