Are India's intelligence bureaus incapable to cope with terror?
What is it that grasps the apex authorities from taking precise steps to curbing these terrorist attacks? It is our twisted approach to the issues concerned.
THE TERRORISTS have once again demonstrated their strength by attacking Delhi High Court on September 07, 2011. The bomb blast attack left 11 people dead and at least ninety injured. It was the second time terrorists had been bombed same place in year and eighth terrorist attack in the capital.
 
Each terror attack raises eyebrows on our intelligence bureaus, which constantly fail to plug the problem. The basic question that arises after each and every attack is that, why are the agencies not succeeding to curb the menace?

 “It is noticeable that Investigating agencies are not prepared before hand and not doing their home work properly” said a detective employed with security agency. “Our system is pathetic and India needs separate agency for anti-terrorism” added another personnel from the same profession.


Surely, rooting out terrorism from the country is a Herculean task and it requires better coordination between the law and order enforcement agencies. These agencies are more involved in happening of political parties than doing their work towards country.


“The politicians are misusing them to settle personal scores” lamented a school teacher.


It is highly surprising government is still reluctant to bring into effect stringent laws after so many despicable experiences.  What is it that forbids the apex authorities from taking precise steps to curbing these terrorist attacks?  It is our twisted approach to the issues concerned. After each terror attack we fail to address them at practical levels. Our intelligence agencies fall short to come out with any ground-breaking ideas, lawful and administrative reforms, security policies that could demean capabilities of terrorists.


Even these agencies are unable to implement proactive, preventative measures and modernisation of forces to deny soft targets. When will these agencies overhaul and modernise internal security mechanism? The counter terrorism laws in our country are weaker when compared to those countries where terrorism poses no or very less threat. The government declarations and promises have lost their dignity, which is leading in direction of erosion of legality and frightening country’s solidity.
