Are ISO standards suitable for educational institutes?
ISO 9000 standards are rapidly being implemented in many service industries such as banking sectors and postal services etc as well as educational institutions. Will it will be to ensure the quality in education as well as learners ability?
OF LATE, MANY educational institutions are going for the quality certification from the International Organisation for Standarisation (ISO). In fact, ISO is a federation of national bodies of various countries which deal with the quality issues related to products and services. ISO 9000 series are the quality standards related to management aspects of an organisation. They deal with issues of quality assurance and quality systems put in place to run an organisation.
When a particular organisation or institution seeks for quality registration and certification with the ISO, they are required to do the following tasks.
1) Developing a quality manual for quality assurance
2) Documenting various procedures and processes including that of the organizational review and audit
3) Hiring an accredited registrar to examine all the quality documents for internal validation
4) Applying for ISO registration along with the documents and wait for the registration the number
5) Doing an internal review or audit to assess the present status of working of procedures and processes and make an improvement plan and execute it.
6) Organising the external periodic reviews for corrections to maintain the quality standards and preserve the registration
But education is a very complex man making process that is suppose to respect diversity and uniqueness of individuals, therefore, the standardisation process that seeks for uniformity and similarity is utterly unsuitable for it.
ISO 9000 series only deals with the managerial processes, systems and products and is not an all-pervasive system to ensure the quality in education.
Educational quality seeks to address the issue “ While respecting the uniqueness of every learner, how to connect learning with the quality of life” which requires a lot of creativity, flexibility and continued capacity building of the functionaries and mere organisational certification cannot ensure.
