Assam plans Bill to regulate mobile theatres
Mobile theatre units operating in Assam will now have to get them registered with the state culture department to safeguard the interests of the artistes

ASSAM GOVERNMENT is all set to enact a law to regulate the growth of mobile theatres which has been one of the most popular forms of entertainment in the state.
 
The government tabled the Assam Mobile Theatre (regulation and artistes’ welfare fund) Bill, 2010 in the monsoon season of state assembly that envisages protecting cultural standards and artistes with mobile theatres.
 
The bill makes it mandatory for all mobile theatre groups to register themselves with the state cultural department, pay a fee, renew the registration and follow certain norms to keep up its rich cultural standards. The state cultural affairs minister Bharat Chandra Narah said the new bill once passed by the assembly will come handy to regulate the state’s distinctive mobile theatres and to check haphazard growth of the theatres and their sudden disappearance leaving the artistes and workers in the lurch.
 
Mobile theatres had started way back in the 60’s in rural Assam and soon grew into the most popular medium of entertainment in not just the rural areas but in the urban and the city as well. The mobile theatres carry their sets, lighting and technical equipments and artists from place to place and stage plays. It is not just a mode of entertainment; the mobile theatres have acted as a medium for awareness on various social issues.
 
There are about an estimated 30 mobile theatres but apart from just handful, the rest have stay for a temporary period and vanish into the thin air. About 4000 artists, technicians and non-technical people are associated in the business.
 
The Bill also plans to set up an Artist Welfare Fund and the fund collected from the theatre companies as registration fees, renewal fees and as fine and other donation will form the fund.
 
The Bill says, “Mobile theatres in the recent years have faced a situation of midway closures, leaving the workers and artistes in the lurch. The haphazard growth of the mobile theatres has also affected the viability of the existing established players. Object of the Bill is also to make provisions so as to facilitate the maintenance of cultural standards of mobile theatres in Assam
