Assam to observe mourning day on August 16

'State Mourning Day' is going to be observed on August 16, 2012 throughout the state of Assam in memory of the innocent people killed in the bomb blast on Independence Day in 2004 at Dhemaji district of the state.

LIKE EVERY year, commemorating the tragic death of the innocent persons killed in the bomb blast on Independence Day of 2004 at Dhemaji, the state of Assam is going to observe State Mourning Day (Sok Divas) on August 16, 2012.

As per the programme, the Mourning Day will be observed in all districts and sub-divisional headquarters with the initiatives of all Deputy Commissioners and Sub-Divisional Officers. All the officers and staff of all departments as well as offices will participate in the Sok Divas programme - wearing black badges.

Further, all the Ministers, Members of Parliaments, and Members of Legislative Assembly have been asked to attend the same, subject to their availability in district or sub-division. Moreover, as part of the programme, the National Flag would be flown at half mast in all government offices, and educational institutions, etc.

All Deputy Commissioners and Sub-Divisional Officers have also been directed to convene public meeting centrally in their respective headquarters. They have also been asked to instruct all educational institutions to observe Sok Divas for the eternal peace of the departed souls and to take a pledge to work united for peace and harmony and to raise their voices against all acts of militant violence. The district and sub-divisional administrations are also instructed to distribute black badges amongst all the educational institutions.
