The best remedy is to elect chief minister by secret and compulsory vote of all members of state-assembly through EVMs on nominations signed by at least one-third members. Such an elected chief minister may be removed by same process.
IT IS shameful that a leader like Shibu Soren with his party getting much less seats than the two national parties Congress or Bharatiya Janata Party is in open bargain for post of chief minister because of faulty black-mail system in present system of Indian democracy. Jharkhand is amongst several Indian states where parties with numbers are at times deprived of chief ministerial post making even independents like Madhu Koda seated as chief minister.

Such an elected chief minister may be removed by same process but with compulsion of naming alternate leader in the same motion. Even speaker and deputy speaker should be elected simultaneously with chief minister in the same manner. Even ministerial-strength then can be practically restricted to ten per cent strength of lower house because of automatic abolition of bargains required for ministry formation.
