Bhakra Beas Management Board (BBMB) has proposed the formation of its own cadre of class I and II officers. At present, all officials are drawn from partner states as per their share quota.
BBMB has envisaged 25 % of its own cadre in respect of class I and II officers in view of non- availability of staff from partner states. BBMB has discussed this issue in its last meeting, held on January 13, where some observations were made by members from Punjab
and some suggestions given by engineer – in –chief Irrigation. It has been mentioned that that matter is under consideration of Haryana
go A memorandum has been circulated to partner states, which claims it has taken in all the suggestions of partner states. BBMB has proposed that 174 posts out of total sanctioned posts of 669 posts in class I and II cadre should form the BBMB cadre. The 16 additional posts have been sought in sanctioned strength.
BBMB has sought two posts of chief engineers, seven posts of superintending engineers, 31 XENS and 85 SDOs and 13 doctors in its own cadre besides share in other posts. BBMB has claimed that there is one post of chief engineer, two superintending engineers and 43 posts of SDOs vacant in its irrigation wing. Himachal is the major defaulter state which is not deputing its share of engineers in irrigation wing.
The memorandum has proposed that existing government and power utility officials can be part of BBMB cadre at class II level.
In power wing, one post of chief engineer from Haryana, two posts of superintending engineers, six executive engineers and 56 posts of SDOs are vacant. It is worthwhile to note that most of these posts belong to Haryana.
R S Dahiya, President HSEB Power Engineers Association said that the move will reduce the share quota posts of power utilities which will affect the career prospects of its engineers. BBMB is already recommending extensions to retired engineers much against the norms.
PSEB engineers association has decided to vehemently oppose the move and will take up the matter with Punjab government. Punjab is a major partner of BBMB and it is a deliberate attempt by BBMB to create its own cadre at its cost.
