In my opinion, it is for our govt. to have corrective/suitable measures. if we pay the beggars it will give them encouragement, if not then these people/children may become criminals or pickpocketers or so on. already as we all know that these small children are working under the big gangs of "bhai log". it is for the govt. to take corrective measures, give them proper education, food & shelter by using the NGO route or any other suitable route. this is for the child beggers. there are grown ups also who are perfectly alright but pretend to be handicapped. i know a person who is a beggar by profession but has investments in mutual fund. donot be surprised, this is a reality.
