BSNL proposes to re-organise SSAs on the basis of revenues
BSNL Management on 28th October 2013 has issued a circular( No.4-3/2011-Restrg/Vol.II dated 28th October 2013) to all CGMs of Territorial Circles intimating them the proposals for distribution of SAG level officers and reorganisation of SSAs on the basis of revenue. This is being done on the basis of the discussions in the Head of Circle Conference held on 24-25 September 2013.

The criteria for reorganisation of the SSAs on the basis of revenue is as follows:

1. Up to Rs. 10 crores revenue : TDE

2. Rs. 10 to 30 crores : TDM

3. Rs. 30 to 300 crores : GM

4. Above Rs. 300 crores : PGM

Accordingly 14 SSAs headed by PGM will be downgraded to GM level. These are Thiruvananthapuram,Patna, Nagpur, Chandigarh Jaipur, Coimbatore Lucknow, Mangalore, Thrissur, Kalyan, Jalandhar, Trichy, Surat and vadodara. In the same way many other SSAs where GM functions are down graded to TDM, TDM to TDE etc.

It seems that the shortage of ITS officers due to retirement etc. and non-recruitment of Managing Trainees may be one reason. Another point to be noted is that the Heads of Circle Conference, instead of trying to improve-increase the SSAs, is trying to downgrade the SSAs.

This reorganisation is not a simple one. This involves many problems for the staff as well as the customers.Many were the considerations if grading the SSAs earlier. Now they are all bundled in to one, the revenue basis.

In BSNL, Where responsible recognised unions are functioning, they should at least should have been taken in to confidence before issuing the above orders.
