When the details of the BPS status are uploaded in the website, such information has come out. The GHMC, Hyderabad Metropolitan Development Authority (HMDA) or erstwhile surrounding municipalities have already deceived the buyers without intimating them of the deviations, notices and cases etc of the constructions. This is nothing, there is also a well planned strategy by both builders and the officials deceiving the general public under the scheme. The report in a Hyderabad edition of leading English daily has thrown light on the truth.

Thanks to the reporter quoting that an assistant city planner of Rajendranagar circle who handles the building plans of the new city and areas close to Shamshabad of Ranga Reddy district, was repatriated by the GHMC on December 16, 2008, and a week later he was surrendered to the directorate of town and country planning, his parent department, which posted him to Kurnool.
But despite the transfer orders, the official has been functioning as an assistant city planner of Rajendranagar and executing all the responsibilities that the post holds. Though the GHMC top brass is aware that he is still working as ACP, they were unable to dislodge him as he has been claiming that a minister of the state is backing him. “I have no problems in reporting to Kurnool. But a few builders met the home minister and urged her to retain me in Rajendranagar as ACP. Therefore, I am working there,” the ACP told the reporter.
Due to this type of nexuses, the GHMC Circle 6 (Rajendranaganar) town planning official is least bothered about the cases filed in the high court by aggrieved flat owners and regularising the flats.
The local Circle 6 (Rajendranagar) town planning officials have received the notices of the cases and Standing Counsel also filed his vakalat. But, no reply has been given to the petition in the court. Against this background, the circle office has coolly started regularising the flats of the applicants.
The local Circle 6 officials are aware that some blocks are having a pent house with a height of around 17.5 meters, a case is pending in the high court as well as fire services have issued notices for fire safety measures. The blocks have cellar unauthorised constructions. The officials have not taken any steps to remove the cellar obstructions.
Fire service department has filed cases against the builder in the VIII Metropolitan Magistrate Court, Rajendra Nagar vide 6145/07, 6142/07, 6149/07, 2063/07 and 2064/07, the same might have been intimated to the Circle 6 authorities. Still surprising that, the proceeding letter issued has gone to such an extent that, “Further, all proceedings and action of enforcement initiated or contemplated against the said building are withdrawn. The plans showing the building penalised and regulated is herewith enclosed.”
Actually the applicant is flat owner; the proceeding should be for his/her flat only and not for the entire building. The structural stability talks of 17.5 meters height and the BPS proceedings states that it is 15 meters. Basing on such proceedings the builder will contest the cases in the court to avoid fire safety measures in the blocks.
Now, the question arises, is why has he been allowed to sign the documents related to his department? Is the BPS proceedings signed by him are valid or invalid? As per the version of the newspaper report, when the ACP has not reported in Kurnool nor did he hand over the charge to the new incumbent, legally all his approvals are invalid. Will the GHMC review all the files signed as well as the BPS proceedings?
But, as far as our constructions are concerned, the BPS proceedings signed by him should be withdrawn. The GHMC should respond to our petitions in the high court and after the orders of the honourable court the BPS applications should be processed.
