The illegal structures of those Building Penalisation Scheme applicants who have failed to pay the balance penal amount have been decided to demolish by the Greater Hyderabad Municipal Corporation. Demolitions will begin from Monday.
THE GREATER Hyderabad Municipal Corporation (GHMC) has decided to demolish 'illegal structures' of those Building Penalisation Scheme (BPS) applicants who have failed to pay the balance penal amount. GHMC chief city planner G V Raghu was quoted “Demolitions will begin from Monday. The orders have been given to all assistant city planners.”
Before taking such a decision on BPS defaulters, the GHMC should have come out with the list of BPS non-applicants and of the builder/developer responsible for construction made with deviations and unauthorised constructions who were blacklisted as per GO Ms No 901 MA Date: 31/12/2007 as amended vide GO Ms No 112 MA Date: 31/01/2008, under the Rule 12(a) clearly mentioned.
The MAUD has not come out with a clear cut rule how they are going to act with the non-applicants and what will the structure of penalties to be levied. There is no action from the town planning department related to the cellar unauthorised constructions. No notices of demolition have been issued to those unauthorised constructions even after court strictures. There are cases where the GHMC has regularised the flats ignoring the court cases and before issuance of NOC by the fire safety department to the building. The GHMC CCP should once again closely look into all aspects before proceeding further on the issue.
