"I am genuinely confident that Carte Goodwin will look out for West Virginia. I know West Virginia is better off since he's passed this way," Manchin said.
Senate Majority Leader Harry Reid said that Manchin’s appointee will be on oath on July 20. After a while, the Senate decided to take another vote on whether to restore unemployment benefits for the long-term jobless. The proposal fell one vote short on June 30, two days after Byrd died. West Virginia’s other senator, Democrat Jay Rockefeller, said in a statement that Goodwin “is unquestionably among West Virginia’s best and brightest.”Goodwin has worked as Manchin’s chief counsel from 2005 to 2009 and then returned to his family law firm, Goodwin & Goodwin LLP in Charleston. Byrd was the longest-serving senator in record when he died last month at 92. Goodwin, the youngest among those considered potential choices, worked on Manchin's 2004 campaign for governor before becoming his chief lawyer.
