Collegium required to hire people for top posts

In the wake of appointment lapses which were overlooked by the Prime Minister during the appointment of CVC PJ Thomas, the Comptroller and Auditor General (CAG) must form a collegium of high profile people to carry out such tasks.

THIS REFERS to Comptroller & Auditor General of India (CAG) suggesting a collegium-system to select persons for key-posts such as Vigilance Commissioners, Election Commissioners, and Comptroller & Auditor General, etc.

The list should be lengthened by including Information Commissioners, Director of Cenral Bureau of Investigation, Chief of National Human Rights Commission and others who are required to take decisions with detachment and wisdom.

This has become necessary in view of the recent controversy involving selection of PJ Thomas as Chief Vigilance Commissioner. In his selection the committee-system of appointment failed because of the prime minister overlooking the healthy practice of achieving consensus on the crucial selection.

However, considering the drawbacks of the collegiums-system of non-transparent selection of judges of higher courts, it should be ensured that all such selection by CAG-suggested collegium system of appointment should be transparent as well.

Even collegiums members for such high-level appointments should be non-controversial.

Collegium members can include Vice President, Prime Minister, Lok Sabha Speaker, Opposition leaders in Lok Sabha and Rajya Sabha. A system should be evolved whereby consensus on such key-appointments may be a practice.
