Committed to pay, the 6th Pay Commission Report
The sixth pay commission has raised many questions, public sector employees are unhappy with their pay and allowances being less as compared to private sector. It is reminiscent of the era when the private sector employees agitated for the same.

SINCE DECADES, there has been altercations between the private and the government sector employees on the issues related to the pay comparisons. The recent agitations shown by the government employees over the inequality of pay and allowances as compared with the private sectors after the announcement of the Sixth Pay Commission Report reminiscent the era when the same agitations were seen from the private sector employees whose salaries were quite meagre as compared with those of the government employees.

There are two major tangible factors, which outbreak such agitations, one is that most of the government departments are lacking work and productivity, so the employees remain idle most of the time and hence cannot demand drastic hikes in their salary for the no work done by them. The second one being the lack of regular inter-departmental competitiveness, where an employee gets a chance to prove his/her skill based performance and hence deserves the right to excel by getting the promotion.
Lack of inter departmental competitiveness in the government sector for those who are willing to excel makes an employee’s skills obsolete and the then skilled employees are therefore not able to strive in the current private sector competitions. Hence such employees after putting up 15-20 years service don’t have any other option left with them except to continue with their present job and show their rage over their failure to get more.

The productivity-linked incentive/promotion, if introduced, will further aggravate the matters and the sycophants will flourish. Seniors will grade the performance of the junior ones, but who will grade the seniors who according to the junior employees extract most of the work from their juniors, which is in fact assigned to the seniors? In such situations, grading of the seniors performance by lower level should also be introduced to mark proper justification.

The assent towards the flexible working hours for the working women in government sector will fuel the agitations. On one side in the men dominated world, the government is pressing hard for giving the gender based equality in every respect to the women section then why such favouritism (still treating women as weaker), aren’t the working men in possession of getting such favours?

The resultant factor of all these will be a breach in laws and an intensification of rampant corruption making the high salaried class heave a sigh of relief leaving behind the low salaried class puff for the money.

listen brother this nrhm is a project/mission so when this project gonna over it almost took half a decade means 100 yrs so do ur work as a contractual basis n dont tink of getting permanent coz project work dont get the employee permanent coz they even dont know how long will they work...so brother simutanously try another good jobs...and dont involve in unions.,do register in union but dont think that something miracel is gonna happen in future.

Congratulation the Salary of all the Block data entry operator under NRHM has been fixed as per ropa 2009 and the present salary is Rs. 8,840/-.

Now I am drawing Rs.1009 toward my excartia per month, but in between 5th 6th pay commission was recomended higher pay to all the employes and pensioners. Now i am 83 years old, and further i am suffering all king sever ailments like heart,knee problem, and i am unable to get up from the bed, only though some of my neibours of the our old place i am everu dau passing my days with out proper food and other very importat day to day requirements hence that i am sending though my one well wisher thlis letter to your kin perusal for to allot ment of some money to my balance days to live in the earth, or you kindly let me know how much increased for our ezx-cartia amount in the 5&6th pay commission, kily inform by return mail. Dear Deep, The implementation of 6th Pay Commission has a direct impact only on the regular/permanent/ad-hoc employees. Hitherto, it won't cast any shadow on the employees working on contract basis. Let's hope for the best.

.SIXTH CENTRAL PAY COMMISSION I do agree what is being written in the page. I would rather like to add something more to it. The grading, which is commonly known as PERFORMANCE APPRAISAL in private sector organisations are not practiced in govt. organisations in a way it should have been done. In most of the private sector organizations they follow 360 degree appraisal system where even subordinates have the capability to rate their boss and thus reflects more of transparency and authentic appraisal is obtained. But in case of govt. organisations it is not practiced and as a result the seniors are always right whatever they do. Govt. organisations do not follow PARTICIPATIVE MANAGEMENT STYLE rather to some extent they follow AUTOCRATIC MANAGEMENT STYLE in a democratic country which is not there in private sector organization. This is one of the major de-motivating factor of govt. employees which consequently leads to inefficiency and poor productivity on the part of govt. employees. Other way round, govt. employees are quite sure of their security of job even if they don't perform well in the organization and thus they are not eager enough to put in their full efforts in executing their responsibilities resulting into poor productivity. Employees have very poor amount of SENSE OF BELONGINGNESS towards their organisations. Moreover, many employees look for their personal gain than the gain for organisation. Similarly, there are huge numbers of loopholes and causes that can be attributed to poor productivity of govt. employees. Thus, these reasons need an in-depth analysis in a proper way and a concrete strategy should be developed to nullify these shortcomings so that govt. organisations can be at par with those of private organisations. Some of my personal suggestion that can help in overcoming these problems are:- (they are not exhaustive and thus has wide scope) 1. Reduce bureaucracy. 2. Educate employees and develop sense of belongingness. 3. Adopt PARTICIPATIVE MANAGEMENT STYLE. 4. Introduce incentive payment scheme. 5. Stop time bound or seniority based promotion instead quality based promotion. 6. Lift restriction on limit of promotion. 7. Re-design personnel departments for, at present, it is seen that personal departments are simply working as establishment department though a personnel department has plethora of functions to carry out. Personnel departments should be given due care because this department is responsible for educating, motivating, increasing efficiency of employees so on and so forth in an organisation. This is of extreme essence, because in non-service organisations employees, which is in corporate parlance is known as HUMAN RESOURCE, is generally rated as the second most costliest asset to the organisation, and so these assets needs to be utilised to the possible threshold level. This could be attained if govt. considers their organisations as a business entity and not simply an organisation to facilitate employess at the cost of govt. 8. Introduce loophole free officials systems. 9. Introduce 360 degree of PERFORMANCE APPRAISAL SYSTEM. 10. Pay salaries at par with private sector organisations. 11. Endeavour should be made to retrench unproductive employees from organisation. 12. For the purpose of management employ skilled people from among Management Graduates instead of relying on technically qualified professionals. Alternatively, these technically qualified professionals should be fully trained to tune up themselves to attain managerial skills. In this regard, I find it stunning that Government is setting high quality Management Institutes and are producing lakhs of Management Graduates every year. But unfortunately, Govt. is not interested in taking up the service of these Management Graduates. Then, what is the return from such investments being made by govt. in setting up these institutes, universities etc. Its fact that, being a govt. they have obligations for development of education in the country but what is the harm in taking up the service of these Management Graduates. If their services are utilised, wont the govt. will get something in return which may be direct or indirect. Anticipate that Govt. will give due consideration to these facts and take up stern action to make an in-depth analysis and to formulate new strategies that will motivate and boost the morale of govt. employees to be more efficient and thereby a accentuate in making developing INDIA to developed INDIA. The govt. has a golden opportunity in tuning these modifications in this SIXTH CENTRAL PAY COMMISSION whose final results are still on the table. Lets hope something good.

Dear, Thanks for your valuable suggestions. I'll adhere with your views and suggestions. When every year we are producing lakhs of management and IT gurus, then what hurdles the government is facing to give employment to these industrious and intellect Mahagurus. Why the government is insisting on a ban on government jobs, after the retirement of a government employee the post gets vacant again but instead of filling the post again the governments asks the department to surrender the post, why and what for? Every year each and every government deptt. gets crores in their budget, extravagant and unfruitful expenditures are made by these government deptts. so as to get much more in their next budget. Even the Head Offices and the Ministry pressurizes these government deptts. to utilize the allotted budget to them. All these things are deriving to the financial loss in crores. Why can't the government put a ban on these extravagant expenditures and provide jobs to the needy and capable youth.

Dear Gargi Ji, for the moment it's not possible to envisage the implementation of the 6th Pay Commission as Dr. Manmohan's government is presently busy in basking over their victory in the confidence motion.

.I think why we have made up in our mind that in govt. sector there is no work done or the employees do not work. Yes they can do and will do if they were said to do so, there must be promotions and their seniors or officers are forced to say them to do so. They must be given extra points and there must be some incentives for their work. I think there are most of the employees who work hard through day and night to fulfill their needs also. What their seniors do they do as such. I think the seniors or officers are the main culprits who sitting in their A.C. offices do not motivate them as they have to do their house hold jobs and many more.

.As far as I recall when I joined in this low paying govt job because of the crisis in the family some noble person told me on watching my hardwork and sincerity that if I had worked this much in private sector then I would have got more than 15000/month instead of just 6000/month. But due to the crisis in the family i couldnt leave the job and my seniors were also not allowing me to leave this low paying but high responsibility job. He said it is very difficult to find a person like you and thus i continued. After 10 years now a simple matric pass classmate working in private earns Rs. 20000/- per month and has been promoted 3 times. Even his physical labour has been taken into consideration and as for me I am in the same position and with 4 times more responsibility because of my sincerity and such little pay and nothing to motivate. Is this what GOVT CALLS - DIGNITY OF LABOUR ??? NOBODY CAN EXPECT EFFICIENCY IN SUCH A SITUATION. IT IS THE RESPONSIBILITY OF THE EMPLOYER TO MOTIVATE AND SAFEGUARD THE INTERESTS OF ITS EMPLOYEES IN ORDER TO RUN THE ORGANIZATION IN A GROWTH ORIENTED MANNER.

Good analysis my friend, but that's the way it is in India. Many of us are suffering like this and there is nothing we can do. Just think of the reservations issue - could the honest guys force their way through? No, and currently as things stand, govt. employees should dream less, eat less and 'grow' less. The govt. of India wants to have pet nincompoops in its various depts. They are supposed to live like zombies with no emotions and aspirations. No work, hence no growth or SALARY hike!! Or, we should clandestinely have other sources of income.

Why Politicians will dictate the terms of Intellectuals ? If Compared the competence and responsibilties discharged by an employee of CG and Private sector. CGs' perform far better than the later. I bet it. CG employees are lagging far behind the Private sector employees in terms of remuneration. In effect, they are deprived and dishonoured.

.The Government always turn down the demand of the lowe staff. For example, when the lowee staff demand some hike in allowance, theGovernment put some sealing whereby thehigher paygroups get the benifits. The Pay commission has been announced due to lowelevel staff agitation. However the the Pay commission which consisits of IAS officer has put higher salary for them leaving the agitating staff demand. Here also if you look at the pay grade, the section office who draw thescale of 8000 has not get hike tothe tune of 24000 gde pay . When question, if you give raise of Rs 20 tothe staff the entire expenditure comes to say 60 crores. Howver if you increase the pay of IAS to thetune of2000 ormore itcomes to 10 crores which the Govt grant. You should not blame the staff, They are hard worker. Whatever thehigher up require he give the inputs within seconds as he isdealing with the subject compare tothe offer who stay at secreatariat once in3 years. All the output given by the staff is taken awaybythehigher officer as if he has done the job. If you give training and incentive, the lower gde staff excell in all fields.
