Community development through skill upgradation
A new Community Development Scheme is being launched by the Human Resources and Development ministry. Under this scheme, the skills would be imparted through polytechnics, which would provide employment oriented skills particularly to rural people.
THE NEW scheme of Community Development through Polytechnics (CDTP) under the ambit of Ministry of Human Resource Development (HRD) aims to provide non-formal, short term, employment oriented skill development programmes to various sections of the community, particularly the rural, unorganised and disadvantaged sections. It is a herculean step towards skill upgradation by harnessing the infrastructure available with the existing Polytechnics.
 
Interestingly, the scheme is a major step under the leadership of our dedicated HRD Minister, Kapil Sibal. The courses under the scheme are to be offered without any fees from the candidates and there is no restriction of age and qualification.
 
The CDTP scheme is one of the components of the ministry's new initiative - submission on Polytechnics under coordinated action for Skill Development, which has been formulated as a part of the National Skill Development Mission. A variety of employment oriented courses are envisaged to be offered under the Scheme depending on local demands and needs.
 
It is to be implemented through 1000 AICTE approved polytechnics all over the country. All eligible polytechnics are invited to apply for interest in implementing the scheme and contributing to a vital area of the nation's development.

The scheme also envisages transfer of technology and extending technical support services to the local community for which the Polytechnics would demonstrate, adapt and aid the assimilation of new technologies useful for the economic activities of the local community and provide technical support for their adoption.

 
The National Institute of Technical Teachers’ Training & Research (earlier known as Technical Teachers’ Training Institute) Bhopal is already in the mission mode to offer such courses in different states.
 
The decision of the ministry on October 2 would be a milestone to reach the target populace. It may prove fruitful to all the districts of the country where polytechnics function. However, the scheme is being envisaged only in polytechnics affiliated to the government. Those who do not have such a institute near them would not be covered under the scheme.
 
So, the scheme is being criticised on the grounds that the same will not serve the purpose in the areas where the polytechnics are not operational. Under the CDTP, it has been felt in the guideline of the ministry that only selected polytechnics will be provided financial assistance to run short duration non-formal skill development courses.
 
There is an urgent need to go for a public private collaboration for it to work, so that more people can be brought under the scheme so that all the areas having no reach of polytechnics can be brought under the preview of this noble scheme.
 
The answer to these challenges is in capacitating the people by making them self-reliant and independent of external support. This can be achieved only by having a plan of action and a memorandum of collaboration with non government training providers. The plan which is futuristic, and aims towards providing sustainable livelihood opportunities to the masses in rural remote areas where there is a scarcity of the polytechnics.
 
The implementation of this community development programme by HRD Ministry should begin with the identification of the geographical area, target groups, training facility, trainers and assessors to providing training support so as to achieve the target of the scheme.
