DR MANMOHAN Singh’s regime has succeeded in winning over a crucial test on strength of its numbers in the parliament by defeating united opposition’s cut motions. This was the second time that the six-year old Congress-led United Progressive Alliance government faced such crucial test of strength. Just one and half year ago, it had defeated Left parties no confidence motion by resorting to all dirty tricks.
These two trials of strength may prove that Congress has had upper hand in manipulative skills, unlike the opposition parties, but severely damaged to the `clean’ image Prime Minister Dr Singh, that was cultivated over the years.
This time the situation was effectively handled by Finance Minister Pranab Mukherjee with more decency, unlike in 2008. However, as the main opposition Bharatiya Janata Party lamented, the credit mostly goes to Central Bureau of Investigation (CBI), rather than Congress leaders.
A week prior to the trial of strength in the Parliament, the CBI on its part succeeded in diluting the case against Bahujan Samaj Party chief and Uttar Pradesh Chief Minister Mayawati in Supreme Court, in the case of assets. For Mawayati, by supporting the Congress at a crucial period, she can escape the heat of the corruption case and also get clearance for her prestigious park project in Lucknow.
But Congress knows well that they can not depend on Mayawati’s support. So, it succeeded in keeping good humour with Yadavas. As a result, both Mulayam Singh Yadav and Laloo Prasad Yadav did not support cut motions. For Congress Yadavas are more trusted allies than Mayawati.

In 2008 also, more than any other party, more number of MPs had defected to Congress, may be with the influence of cash. This time also it could not get as many votes for its cut motion at par with the cut motion moved by the Left. That shows some of non-Congress and non-BJP parties, which supported Left cut motion, kept away from BJP’s motion.
Sibu Soren’s surprising support to the Congress is another bolt to BJP. He is presently BJP’s allay in Jharkhand and he is continuing as Chief Minister with the support of BJP. This development is indicating immediate change of power equations in that tribal state.
