THE CONTENTIOUS J&K Civil Services Decentralization and Recruitment Bill has been referred to a Select Committee.
Education Minister Peerzada Mohammad Syed, Thursday informed the Legislative Assembly that the Bill titled “Jammu and Kashmir Civil Services Decentralization and Recruitment Bill, 2009” has been referred to a Select Committee for consideration.
The Bill introduced in the last session of the Assembly, Peerzada informed was introduced with the objective of restricting the selection process for various divisional and district cadre posts within the residents of the concerned districts and divisions. It is pertinent to mention here that the Bill has raised much dust with people in different parts of state opposing it on the ground of discrimination. It is being alleged that the Bill's real and sole objective is to ensure that people from Jammu province, who so far have been able to secure government jobs in Kashmir province, are prevented from doing the same.This is particularly relevant in the case of jobs reserved for the schedule caste population in the state. Since, majority of the valley's populace is Muslim, there is almost a negligible presence of schedule castes in Kashmir province. Consequently, majority of jobs reserved for SCs were cornered by people from Jammu region, which has a substantial SC population. This, apparently, lead to resentment in the local populace in Kashmir region and within no time the issue was lapped up by the political establishment, which is prone to appease one region of the state at the cost of the others.Meanwhile, replying to a question raised by Rafi Ahmed Mir, the education minister informed the House that in terms of SRO-343 dated 13th October, 2004, a candidate is free to apply for any district and divisional cadre posts irrespective of the fact that he/she does belong to that district and division. The minister said, yes it is a fact that this practice has caused resentment among the local candidates belonging to these districts and deprived them of selection.
