TO ENSURE better convergence for universalization of general education, a cabinet decision has been taken to expand the governing council and the executive committee of Sarva Shiksha Abhiyan (SSA) and the executive committee of Rashtriya Madhyamik Shiksha Abhiyan (RMSA) respectively.
The decision will lead to an effective and cohesive implementation of the schemes for universal education as stated by the Ministry of Human Resource Development.
For better convergence and coordination, the representatives of new Ministries added to the existing committees are the Tribal Affairs, Rural Development, Panchayati Raj, Minority Affairs, North Eastern Region Development, Youth Affairs and Sports, Women and Child Development and Social Justice and Empowerment.
But, many educators believe that the decision will not lead to better implementation, since the schemes under each of included new ministries are in shambles despite allocation of enough funds. How will the convergence of independently ineffective implementers create a better implementation? It is a big question.
Earlier, it was thought that decentralization of governance will lead to better reach out to beneficiaries. But, it led to decentralization of corruption and bad governance. Now it is a universal truth in India, all decisions are taken with good intentions but bad implementation!
