Corruption, favoritism rule education department in J&K: Part 2

Continuing with our campaign to disclose how rules and the norms are being flouted in Education Department of J&K to benefit blue eyed persons, we have revealing the names of few ReT/RRTs who are working in the DC offices, SDM's Office, in Civil Secretariat, in the personal sections of the ministers, thus playing with the career of poor and deserving candidates.

The Chief Education Officer (CE0) Bandipora revealed a list of 36 employees of Education Department in Zone Bandipora and Zone Quilmuqam of District Bandipora. Out of these, one Mr Peer Zada Muzamila Rashid initially appointed as 3rd teacher at BPS Tangdaji has be deployed to district Srinagar in the office of the Director School Education, Srinagar, Kashmir since the last two years for a computer assignment vide order number DSEK Sgr 2022 DSEK of 2011 dated 14/10/11, 2408 DSEK of 2011 dated 10/12/11.

Similarly, in District Kathua of Jammu division, CEO Kathua has in response to a letter of Director School Education Jammu (Reference Number: DSEJ/RTI/2012/3464-78 dated 4/8/2012) revealed a list of 28 teachers including 21 ReT/RRT AND 7 General Line teachers who are either deployed or even transferred from their actual place of posting to some other school, office and even Civil Secretariat.

A teacher namely Kalpna Sharma has managed entry in PWD Department in Civil Secretariat under the ministerial quota while other one, namely Mitthu Rani, has been transferred to HS Satwari in District Jammu.

If there is a provision of transfer of ReT/RRT on mutual basis then why it is not implemented in other parts as hundreds of married female RRTs and other are under deep mental depression and are suffering because of non clear cut directions and policy from higher authorities.

We are bringing this all before our readers only to expose the corrupt practices and the real face of the education department. Our motive is not to harm anyone rather only to make an attempt to streamline the defunct system of education.

Possibilities are there that the data may not be complete but it could be updated with the support and help from you. If you know any ReT/RRT or other employee of education department, which is not disclosed by us here please feel free to provide us the information with proofs; we will highlight it before the public and concerned department and ministry.

Today, we are going to disclose the names of ReT/RRTs and other employees of education department of district Bandipore of Kashmir Division and of Kathua district of Jammu Division.

As per a letter of CEO Bandipore to Director School Education Kashmir, vide number CEO/Bpr/RTI/01217022, dated 27/11/2012, “ReT or RRT cannot be transferred from the place where he has been actually engaged and till date no policy for transfer of RRT has been made by the department as per the information available”.

CEO Bandipore revealed a list of 36 employees of Education Department in Zone Bandipora and Zone Quilmuqam of district Bandipore.

Out of these, one Mr. Peerzada Muzamila Rashid initially appointed as 3rd teacher at BPS Tangdaji has been deployed to district Srinagar in the office of the Director school education, Srinagar for last two years for the computer assignment vide order number DSEK Sgr 2022 DSEK of 2011 Dated 14/10/11, 2408 DSEK of 2011 dated 10/12/11.

As per the transfer policy, there is no rule for the deployment or attachment of an employee, still an RRT is working in this office for computer assignment from last two years, leaving the children of poor families at the mercy of God. Following the footprints of Director School Education, Srinagar, CEO Bandipore has also attached an RRT namely Mushtaq Ahmad Mir who was initially posted at BMS Konan to CEO Bandipora since last five years for the computer assignment.

Also a 3Rd RRT teacher, namely Arsullah Habib whose actual place of posting is BPS Aragam is deployed at CEO’s Office Bandipora for the functioning of the cultural wing.

Not only honourable minister, but also CEO and ZEO, our Honorable Speaker of Legislative Assembly and SHOs are making their efforts against the rules set for functioning of education system in the state.

In district Bandipore, deployment of an RRT namely Sofi Javid Sultan initially posted at BMS Brar was done on the security grounds as desired by SHO Aragam. Similarly, an RRT teacher namely Mashooq Ahmad Sofi whose initial place of posting was at PS Nayi Basti Brar was deployed to BMS Gundidachina in the month of May- 2011 on the recommendation of Honorable Speaker J& K vide order No SPK/LA/K 1804.

Out of these 36 ReT/RRT of zone Bandipore and Quilmuqam only, nine are transferred from their actual place of posting and these transfers were made by the Minister of education as well as CEO Bandipore on the basis of health grounds and some on mutual basis. Two teachers of zone Quilmuqam, namely Surayatun Azrir and Neelofar Jabeen, have been transferred to Zone Sumbal of district Bandipora by the Chief Education officer.
