Corruption, favouritism rule education department in J&K - part 3
Moving ahead with our efforts to bring out the truth about so-called policies of education department regarding the attachments, deployments and transfers of its employees, especially ReT and RRTs, we are continuously exposing the department where blue eyed ReT/RRTs are appointed at one place and before or after regularization are attached, deployed or transferred to other zones, districts and even divisions.

We are trying to bring out the facts that an ReT or RRT who does not have any political and bureaucratic support is working for years since his/ her engagement while blue eyed are enjoying the choice posting for them. Despite clear cut directions that ReT and RRT posts are school/village specified and they cannot be attached, deployed or transferred from their initial place of posting till their promotion they are working in SSA as ZRP/CRP.

This is happening despite the clear cut directions that no repeater should be engaged in SSA. If sources are to be believed, many RRTs are working as ZRP/CRP for years in the SSA without any break.

In almost all the districts of the state, a large number of attachments, deployments of ReTs, RRTs and other employees are done, citing the reasons of health, need basis and even security.

There are employees who have been appointed in the department of education but they are working and assisting other departments for years together. These employees has even managed to get themselves transferred or attached in other districts of the state other than in their parent districts.

Today, we are sharing with our readers how all rules and regulations of education departments are being flouted by the very custodians of law.

It has been witnessed that services of teachers can be utilized anywhere – they can be engaged in election duty, census duty, for conducting surveys, for immunization programmes. This takes a heavy toll on the future of these poor and needy students.

Same is the case in district Udhampur where CEO, in an RTI application, filed by this citizen journalist , replied vide their letter no: CEOU/RTI/66/20600-82, dated 10/12/2012 and vide letter number ZEO/D/1824-25, dated 01/12/2012 submitted that 44 employees are either on attachment, deployment or transferred.

Out of these 44 employees, five are working in other departments other than their parent department and four are transferred/ attached to district Jammu. These five teachers which includes one RRT namely Kewal Kumar of zone Dudu of district Udhampur who has been deployed at SDM office Basantgarh since 2010, two General Line teachers, namely Ashish Kumar Sharma and Meenakshi have been deployed in DC office Udhampur since 2011 and 2008 respectively, one peon namely Mohd. Bashir whose actual place of posting is High School Rowan and one Junior Assistant namely Ashwani Kumar whose actual place of posting is GHS Jaganoo, both falling in zone JIB are deployed/attached with election cell in Udhampur. This assistance is being provided to the election cell Udhampur since 2008.

From 2009-11, four teachers namely Bindiya, Meenakshi Manhass, Reshmi Gupta and Renu Gupta have also managed to get their self attached/ transferred in district Jammu of Jammu division in spite of the ban on inter district recruitment/ transfer.

These 44 employees include five ReTs, nine RRTs, 24 General Line teachers, four Masters, one peon and Junior Assistant each. Out of these 14 ReTs/RReTs – three teachers, namely Raj Mohd (ReT), Wazir Mohd (RRT), and Neha Kumari (ReT) were attached on the directions of MLA Ramnagar on 14/06/2012, i.e. in mid academic session, violating the transfer policy of education department, which clearly mentions that transfers in the mid academic session must be avoided and if needed should be done at the end of the session.

While most of the CEOs of other districts replied that ReT/RRT can neither be deployed nor be transferred from their initial place of posting, CEO Anantnag has his own theory for deployment of RRTs, citing the reason of providing the staff gap arrangement till the academic session is over. Since in Kashmir division the academic session starts from the first week of November, CEO Anantnag, vide letter number CEO/A/PLG/39/35944/12 and CEO/A/PLG/39/35945/12, both dated 26/12/2012 submitted a list of 53 teachers, mostly general line teachers and masters, who were deployed/transferred from their actual place of posting to other schools in the name of stop gap arrangements.

One interesting thing noticed is that out of these 53 teachers, 13 were deployed in May, seven in June, 15 each in July and August, and one in September. In the name of stop gap arrangements all these deployments and attachments were done in the midst of academic session.

It has been reported many times that ReTs cannot be deployed from their initial place of posting, but still ReTs, namely Hasfa Habib (Date of Appointment 26/08/2009) and and Rifat Afzal (Date of appointment 18/03/2009) were deployed in the month of June and July respectively.

Out of these 53 teachers, two RRTs has are transferred out of the district. One namely Arifa Majid (RRT) has been transferred to district Pulwama while Pawan Kumar Tickoo (RRT) has been transferred out of the division, i.e. in district Jammu of Jammu division.
