THE PUNJAB and Haryana High Court has instructed Pandit Bhagwat Dayal Sharma Health University, Rohtak, not to declare the results of the medical entrance test held on June 14, following allegations of irregularities. The court asked the Haryana government to set up a committee to look into the matter. Admitting the appeal of the petitioner Preeti Sangwan, a resident of Bhiwani, a single bench of Justice Permod Kohli, ordered the university registrar not to finalise selection for admission to MBBS or any other course.
The court asked the Vice Chancellors of Punjab University, Punjabi University and Kurukshetra University to suggest the names of members of the proposed panel. The petitioner alleged that Sub Inspector Wazir Singh, who was on duty outside an exam centre where his daughter was appearing for the test and that he used unfair means to help his daughter. It was mentioned in the petition that within only 20 minutes of commencement of the exam, a solved question paper was brought into the room and a photocopy of the same was made available to the public standing outside the centre.
Two lecturers, namely Anil and Surender, helped the girl solve the question paper. The matter was immediately reported to the concerned authorities and a raid was conducted. The daughter's answer sheet was confiscated from the sub inspector. Following pressure from the parents of other candidates, the police registered an FIR against the officials and the sub inspector. The Vice Chancellor (VC) and Controller of Examinations (CoE) were informed about the whole incident and also asked to carry out an investigation; however no action has been initiated to date.
In case of the second paper of the pre-medical test, it was alleged that the paper had been leaked from Rohtak’s Mattu Ram Engineering College; this matter was also reported to the VC, CoE and the deputy superintendent of police. When the VC visited the centre, five students were found to be fake candidates.
Adding to the list of allegations, discrepancies were also found in the serial numbers of answer sheets, due to which the marking would be affected. The committee has been asked to visit all centres. Justice Kumar directed the police authorities to file their status report within 15 days on the investigation, after registering the FIR.
