Some States in India are having drought like conditions and Maharashtra is one amongst those.  Periodically, there are reports in the media about water shortage being felt in some districts of Maharashtra.  Even some of the water dams constructed in this State are reporting reduced water storage or in the brink of going fully dry in the coming months. Reports also point out that many wells in these areas are in dry condition causing big issues for people living in and around these areas. It appears for two consecutive years, overall rain falling in Maharashtra is way down the average level.
It is not sure whether any policy is existing with regard to transportation of water through trankers by the Railways are in place.  It is seen on a regular basis, in freght corridors, oil tankers keep moving from one place to another.  On similar lines, if water is made available by moving from surpuls areas to those areas in dire need of water through the railways, such a move will be a big help for those district which are facing acute water shortage.  Also, if ways and means are found out for transporting these water to those  dams and other water reservoirs (which are going dry )so that their capacity goes up by over 50%, this move will be a big help for many water starving districts in the country, like Maharashtra at present.  Expenses incurred on this account (all expenses incurred for complete transporatation of water from water surpuls place to water deficient place including channelling these at the various dams and other water reservoirs which are going dry) can be shared between the Centre and the respective State in a 50:50 ratio or other modalities can also be worked out.  Even associations and organisations which are Philanthropic in nature could be approached to share a burden of the overall expenses incurred on this account  Experts may wish to debate this issue for making this viable to help people who are starved of water for their daily use.
