National Human Rights Commission has issued notice to Railway Protection Force (RPF) Director General in the case of custodial torture of two minor boys in Cuttack.
Acting on three different
complaints of rights activist Chandranath Dani, Dr Subash Mohapatra
and this citizen journalist
, the commission has registered three
different cases in the matter and directed the authorities to file a
report within four weeks.
Two minor boys have been tortured for seven days in a police
custody by Railway Protection Force (RPF) officials in Cuttack. RPF
police station officials had detained both the minor on December 31,
Railway station area and tortured them till January 7.
The complaint alleged that it is a gross human rights violation by
the RPF officials. They have treated the minors like a dreaded
criminal. RPF even had not produced them before the magistrate with
in 24 hours as per the law. They also applied third degree treatment
to the victims.
No action has been taken against the guilty RPF officials and no
compensation and rehabilitation of the victims has taken place.
Chairman, Railway Board; Director General, Railway Protection
Force; DG Police, Odisha and Cuttack District Collector are parties
in the case.
