MODEL CODE of conduct has come into force with immediate effect in all the five states going for assembly polls after the Election Commission of India announced polling dates for these states on Tuesday (March 1, 2011). These states include West Bengal, Tamil Nadu, Kerala, Assam and Puducherry.
The term of assembly will be expiring on June 11, 2011, in West Bengal; May 16, 2011, in Tamil Nadu;, May 23, 2011, in Kerala; May 28, 2011, in Puducherry and Assam.
As per the Election Commission notification, there will be polling in two phases in Assam which will be on April 4 and 11, 2011 and the counting of votes will be done on April 13, 2011. In Kerala, the polling will be conducted in one phase and that will be on April 13, 2011, and counting of votes will be done on May 13, 2011.
In Tamil Nadu, voting will be covered in one phase and the state will go to polls on April 13, 2011, and the counting of votes will be undertaken on May 13, 2011. The voting will be done in Puducherry also on the same date along with Tamil Nadu and there too, votes will be counted along with Tamil Nadu on May 13.
However, the elections to the West Bengal assembly will be held in six phases. The dates for polling in West Bengal are as follows: April 18- Phase-I, April 23- Phase-II, April 27- Phase-III, May 3- Phase-IV, May 7– Phase-V and May 10– Phase VI. The counting will be done on May 13, 2011.
The Election Commission representatives will be doing the videography of all the polling booths and the commission has also appointed observers to look after the expenditures made by the candidates besides general and micro-observers, who will be keeping an eye on the entire electoral process that it should be a free and fair poll.
In these elections, Non Resident Indians (NRIs) will also be able to cast their ballot and necessary instructions have been issued by the Commission to the district electoral officers to facilitate the same. As per the final electoral rolls the West Bengal leads the list with some 5,60,91,973 voters and Puducherry has the lowest number of voters at 8,05,124.
