Even convicted persons like even Afzal Guru feel that waiting for decision on a mercy petition in solitary prison-cell is worse than being hanged. Rule should be for a time-bound decision in say maximum three months on mercy petitions filed before the President against death-sentence which should be done in maximum one week of confirmation of death sentence by the final Court. Delay in deciding creates unnecessary emotions and provocation, apart from diluting fear against committing the crime. The goevrnment should quickly decide whether a person deserves mercy or he is someone who should be sent to the gallows.
Making a person wait for a decision on a mercy petition is inhuman and should be done away with. Either a person should be given the punishment he has been awarded or his sentence should be executed in a fixed time frame.
