Digital dynamics: Global perspective - Part 1
Information technology provides tools to transform Global Latent potential into performance, form the tremendous global latent potential into performance, profitability and profitability with determinism to achieve the desired goals for decentralization, diversification and diffusion.

THESE DESIRED goals are dictated by e-economy, society, polity, ethics and culture too. Real exercise based on rational expectation in the realm of restructured global perspective rests solely on rethinking and redefining global policy, regarding global peace, progress and prosperity. Daniel Bed, Director, London School of Economics, maintains that in the era of globalization has become too small to solve the big problem and too big to solve the small problem.

If, it extended then, in the era of digitization, digital devices have too many capacities to solve the complex problems and too complex to solve the common problems. Nature and composition of the global economy has quietly gone to change, a departure, from industrial revolution to information revolution. In theoretical development literature, a noted economist, Benjamin Higgins, expressed the view about transformation of different sectors in different stages of development according to him, whenever development takes place in any economy, contribution of agriculture to Gross Domestic Product declines and that of industrial Sector, contribution increases, and further, it is the service sector, which dominates the gross domestic product fn the early stages of the 21st Century, most of the regions on the globe have such a compositional structure that service sector contribution in their GIP is more than 50% on an average, except the East Asian Countries, In which service sector contribution on an average is approximately 36 per cent.

A departure from traditional economy to techno-economy, techno-society, characterized by knowledge economy and society commanding the heights of the globe, have critical, core and catalytically content in reducing conflict concerning contours of spectrums. Digital dynamics made our policy makers. Think about Digital Government, Digital Governance and Digital Village in maintaining harmonious and homogenized relationship, to take lead in digital century, but digital deficit, a discarded and dehumanized proposition which may lead to convert social deficit, political deficit, economic deficit, and cultural deficit for debate and discussions. These are the very issues, which if, not properly taken into consideration may have more disastrous dimensions in the name of Global ethical deficit. Ethically enhanced digitalization as virtue and inevitability proposition as peace dividend is as necessary as vices and vincibility, concerning digital deficit. A radical replacement of deficit into dividend is the only necessary and sufficient condition in prevailing situation for ICT (Information, Communication and Technology Sector.

Technology and trade, have always been perceived as a promoting factor proclaiming upliftment of human welfare and human well being, but continuing gap between rational expectation and realization on one hand and .individual welfare and wellbeing, on the other hand, in the form of inter-Regional, lntra-regional and inter- personal level they may make mockery of it revolution. As symmetric information in the accessibility and applicability may create contradictory and concluding consequences, unless it is corrected in cohesive and accommodative manner. Since 90% of all computers are t present in the Industrial world, mostly in the United States, the language of the Internet is almost entirely English, even though this language is spoken by only 10% of the world population. The benefits at the Information technology are therefore almost exclusively available to the English speaking industrialized nations, resulting in the less developed countries tailing back very rapidly in technological attainment.
