Draft Peace Bill by National Advisory Council, a communal bill
In Indian politics, all parties including Congress and Leftists like to play with the twisted meaning of Communalism and Communal to bag votes from a particular segments of Indian people.
IT IS surprising to see National Advisory Council (NAC) headed by Mrs. Sonia Gandhi, Congress President, making a draft Peace Bill with wrong definitions of COMMUNAL and COMMUNALISM. It seems what they are drafting is not an anti-communal bill, but a bill that protects a particular section, religion or caste. Interestingly, it also includes migratory people that aim at Mumbai and Maharashtra. It is not a definition of Communal and Communalism.
To define the term (Communal and Communalism) correctly, all members of NAC should consult linguistic experts of various Universities. Else, at least they should flip over the dictionary or the encyclopaedia where it will be correctly defined. The appropriate word should thus, be placed in the bill cautiously without offending any segment of the population. If it is not done, the Congress party shall be treated as a communal party as per the dictionary meaning. Of course, the people of India have not forgotten the 1984 Sikh riots wherein over 3000 Sikhs were killed after Indira Gandhi was killed. Who piloted this riot and why? Only for a leader of Congress party (late Indira Gandhi), so many thousands of Sikhs were butchered. Is it not a form of Communalism by Congress Party? How can they blame others? In Indian politics, the words "COMMUNALISM and COMMUNAL" are being used every now and then, later used to cow down the opponents party, particularly during elections. They interpret the word COMMUNAL to be a riot between two religious groups, especially between Hindu and Muslim. But, the question is - is it really so? Does the word Communalism “mean riot between Hindus and Muslims?” Can anyone show it in the dictionary? I do not know what political leaders and their supporting members may say? But I can say that the word "Communal " or "Communalism" never indicates so, if we accept the meaning of "Communal" or "Communalism" from different dictionaries. Let us examine what dictionaries say: 1. The CASSELL CONCISE DICTIONARY, published from Cassell, Wellington House, 125 Strand, London, 1997 edition, page 292, under the word "Commune", "Communal " means: a. i) for common use or benefit; shared. ii) of or relating to a commune. iii) Of or relating to the Paris Commune. iv) Of or relating to the community. v) Between different communities. Communalism n. i) the theory of government by communes of towns and districts. ii) the theory or practice of living in communes. 2. COLLINS PAPER-BACK THESAURUS, published by Harper Collins Publishers, Glasgow U.K latest reprint 1997, page 109, says the meaning of "Communal”: a. collective, communistic, community, general, joint, neighbourhood, public, shared. 3. According to a Bengali to English Dictionary by Samsad, Kolkata, it means Sectarian. It is thus very clear that the term COMMUNAL or COMMUNALISM can never be interpreted as a riot between Hindu and Muslim. Political parties such as Congress, Marxist, Trinamool Congress, particularly in West Bengal, do not have a concept of co-existence. Everyday there is lots of killing in West Bengal in addition to the massacre by Mao-party in 5 states. Is it not communal? Is’nt Communalism spread by those parties including the Maoist? It may not be necessarily between two different religions, but can be extended between the two races (White and Black), casts (Dalit and Upper cast), two rival political parties and so on to generate a hatred mentality against each other and leads to conflict and violence, loss of life and properties. This becomes communalism. Killing anyone or group of persons by any organised group of persons cannot be defined with any caste, religion, race, colour, and creed, etc. All killings are tragic. So, communalism cannot be limited between the two religions (Hindu and Muslim) and minorities with a touch of migratory people. If it is done by NAC, it must have a bad intention against a particular segment of Indian people. It is a communal attitude of NAC members and Congress Party. Hence, the Congress Party instigates a line of separation between a majority and minority. This is extremely bad for the nation’s future. Rather, we should forget our past records of hatred towards one another created in our history since eight century till date. NAC should come forward to create an amicable environment among the people of India, instead of spreading a communal attitude through a sectarian and biased protective formula in disguise in the name of draft Peace Bill.
