EC reminds Centre about its letter regarding abolition of constitutional concept of Vidhaan Parishads
It refers to Election Commission vide its letter dated October 13, 2016 reminding Legislative Department (Union Ministry of Law & Justice) of letter dated February 26, 1999 written by the then Chief Election Commissioner Dr MS Gill to the then Union Minister for Law, Justice and Corporate Affairs for constitutional amendment to abolish concept of Vidhaan Parishad (State Legislative Council).

Vidhaan Parishads in states which were gradually being abolished by many states in post-emergency period after 1977 with just four remaining at one time, are being gradually revived to politically rehabilitate favorites of political rulers.

Since these serve absolutely no purpose, constitutional provision of having Legislative Councils in states should altogether be abolished. It is a common knowledge that Vidhaan Parishads are nothing but 'white elephants on state-exchequers to rehabilitate favorites and relations of political rulers at heavy public-cost, that too without any fruitful public-purpose.

Former Bihar Chief Minister Rabri Devi, wife of RJD supremo Lalu Prasad Yadav, and his close aide Bhola Yadav have been politically rehabilitated by making them members of Bihar Vidhaan Parishad.

Earlier, former Karnataka Chief Minister HD Kumaraswamy was caught in a sting operation while demanding cash for getting a person elected to Karnataka Vidhaan Parishad.

Ruling Samajawadi Party in UP surprisingly won 31 out of 35 seats of UP Legislative Council (Vidhaan Parishad), elections for which were held with both main opposition parties BJP and BSP alleging poll-rigging.

Earlier, the Governor of UP, Ram Naik had returned the list of nominees for state Legislative Council for 'reconsideration' by state-government.
