Dev informed the delegation that in the event of interception ofany trader or public, the intercepting authority shall have to adhereto following procedure:
a. Only such people will beintercepted or interrogated against whom there will be anyintelligence based credible information.
b. The interrogation will be conducted strictly under cameraand recording will invariably have the details of timings ofinterception and release of such person.
c. In case the election commission receives any complaint in thisregard, the concerned officer shall be liable for an explanation asto under which credible information, he intercepted the person and incase of found guilty, the officer will be suspended immediately.
Electoral officer also informed that the election commission hasappointed Nodal Officers in nine Districts and one Nodal officer at Election office and the trade leaders will be at liberty to conveycomplaint to such nodal officer who will be under obligation to take immediate steps.
With regard to suggestion of raising the limit from Rs.50 thousandto Rs. 5 lakh, he advised the delegation to call upon Chief Election Commissioner of India since this direction is not under hisjurisdiction.
