A VACANCY for the post of an Election Commissioner will emerge after the retirement of Navin Chawla from the post of Chief Election Commissioner. It has been an unruly aspect of our politics that Election Commissioners are usually tagged for being favourites of political rulers.
It was seen when Congress favourite Navin Chawla was appointed as Chief Election Commissioner despite the then outgoing Chief election Commissioner N Gopalaswamy sending a voluminous recommendation to President of India for removing Navin Chawla from post of Election Commissioner.It is regretted that neither of political parties or alliances having ruled India has ever thought of a proper procedure which could make appointment of Election Commissioners through consensus between Prime Minister and Leader of Opposition to ensure unchallenged neutrality and impartiality. Already such a system of appointment through consensus is successfully working for posts of Information Commissioners and Chief Vigilance Commissioner.
