Employees protest bill to provide reservation in promotions to SC/STs
Criticising the Congress-led UPA government's decision to provide reservation in promotion for scheduled castes and scheduled tribes in government jobs, Sarvjan Hitay Sanrakshan Samiti (SHSS), an umbrella body of anti-quota employees has threatened to hold rallies at all district headquarters against the bill.

GENERAL CATEGORY Welfare Federation, Punjab has strongly criticized the government’s decision which today cleared a proposal to provide reservation in promotion for Scheduled Castes and Scheduled Tribes in government jobs.

Shyam Lal Sharma, Chief Organiser of Federation said that the proposed bill seeks to amend at least four articles of the Constitution which is against the basic fundamentals of the constitution. This bill will lead to discrimination of the entire general category employees at all stages of their services.

Sarvjan Hitay Sanrakshan Samiti (SHSS), an umbrella body of anti-quota employees, President Shailendra Dubey said employees from UP would stop work and hold protest rallies at all district headquarters against the proposed bill cleared by the government.

Dubey said that the views of general categories which comprise 80 per cent of the total employees must be heard. The general category employees throughout the country will give adequate reply to the political parties supporting the bill.

V K Gupta, a spokesperson of general category employees flayed the Congress-led United Progressive Alliance government for conspiring to turn down the Supreme Court order against consequential seniority and quota in promotions because of Dalit vote politics. The proposed bill is discriminatory that violates the spirit of the Constitution, sets one section of people against the other and threatens peaceful co-existence is dangerous politics.

The Supreme Court in April this year upheld the Allahabad High Court’s decision to scrap the policy of reservations in promotions introduced by the Mayawati government. Supreme Court order said that in the ultimate analysis held that Section 3(7) of the 1994 Act and Rule 8A of the 2007 Rules are ultra-virus as they run counter to the dictum in M Nagaraj. Now the government is bent upon to nullify the apex court judgment under pressure from a section of members of the parliament.
