THE BOOK titled “Equity and Quality Assurance: A Marriage of Two Minds” brings forth that the policy makers need to formulate coherent and effective over-all policies for education to couple quality with equity.
The book brought out by International Institute of Educational Planning, Paris, is the compilation of write-ups from the educators and educational planners from various countries, both developed and developing ones.
Since much literature is available on quality of education, the over-all perspective from the views of various contributors to the book emerges some what like the one described in the following three paragraphs.Equity is the concept or idea or notion of fairness, ownership ant net worth. Equity is the issue of justice along with the agreed rules and regulations to ensure freedom from bias or discrimination all participants in an endeavour.The concept of equity informs that issues of power and social difference are significant for learning outcomes and the provision of opportunities for all children in educational institutions. Significantly, equity is against the beliefs of excessive individualism, narrow standardization towards uniformity, equality and competition.Generally, quality emphasizes uniformity and standardization. Thus, in equality, the stress is on similarity and uniformity which often imposes barriers and leads a discriminatory effect. Equality may have an appearance of being fair but unintentionally screen out the economically weak, minoritized and racialized peoples. Equity also implies inclusion which subscribes for the view that all people have a right to be included in all settings and activities despite the individual differences and facilitate their learning differentially.The book, edited by Michaela Martin, can work as a guide for the educational policy makers, planners and administrators of various educational institutions and projects. With the Right to Education Act coming into force India, the 'quality with equity' is the right of every child. The Indian MHRD peronnel must read the book to be better informed!
