Falah-e-Insaniyat Foundation (FIF): An imbrued Pakistani NGO
Despite Indian government's consistent explicit and perspicuous persuasions of Pakistan to shut down terrorist machinery on its soil, directed against India, there is no let up in inapt activities of banned Kashmir-centric militant groups in guise of their religious and charitable fronts and organizations in Pakistan.

One of such leading fronts is Falah-e-Insaniyat Foundation(FIF), Pakistan, under whose umbrella the internationally banned and noxious Jamaat- ul-Dawa (JeD), led by Hafiz Saeed, the master mind of Mumbai blasts and the co-founder of Lashkar-e-Taiba (LeT), is operating incessantly in Pakistan.

FIF is the brainchild of Hafiz Muhammad Saeed, founder of now banned jihadi group viz. Lashkar-e-Taiba (LeT) and Amir of its political arm Jamaat-ul-Dawa, (JuD). While JuD was carved out from LeT in 2002 after it was banned by the USA and Pakistan, Falah-e-Insaniyat Foundation (FIF), Pakistan, was formed as a relief and charitable organization when the JuD was banned in Pakistan after its attacks in Mumbai in November, 2008.

Precisely, LeT, was formed in 1990 with its headquarters at Muridke, 30 kms from Lahore with the assistance of Pakistan's Inter Services Intelligence (ISI) and donations from the Middle East, with Saudi Arabia being the biggest benefactor, to launch armed struggle in Indian to drive out Indian forces from Jammu and Kashmir under the leadership of Hafiz Saeed, a co-founder of the LeT.

It was LeT that attacked Indian Parliament on December 13, 2001. Since LeT had taken shape of an international terrorist organization and in addition to India, also targeting Americans, it was banned by the USA and the UK in December 2001 and by Pakistan in 2002.

However, Hafiz Saeed to continue jihadi activities of LeT in India, formed a cover front in form of a charitable organization viz Jamaat-ud-Dawa (JuD). JuD was labeled as an Islamic charity organization, active in Pakistan and POK. However, under the garb of this charity outfit, JuD continued collecting funds for recruiting jihadis and imparting training to them in several camps in PoK.

JuD was supported by ISI and the Punjab (Pakistan) government financially. It continued militant activities in India, including Jammu and Kashmir unabated. In November 2008, a group of ten JuD trained militants attacked Mumbai, resulting in to killings of over 160 civilians. JuD was banned by the USA and the United Nations in 2008.

JuD's financial strength is estimated to be about Rs. 400 crore annually, which primarily included about Rs 200 crore collected through smuggling of arms and narcotics, and over Rs 50 crore collected through donations. Significantly, in the year 2013 JuD also received a grant of Rs 60 crore from Punjab (Pakistan) government for organization's so-called charitable work, thus putting stamp of legitimacy on its activities by the Pakistan government. Meanwhile on June 25, 2014, USA included JuD in its list of designated terror organizations.

Since LeT and JuD were under tremendous pressure for their militant activities after the Mumbai blasts in November 2008, Hafiz Saeed, an ideologue of jihad who, since 2012 carries a US reward of $10 million, started indulging in charitable activities more vigorously to cover up JuD's jihadi undesirable actions.

In this process, Falah-i-Insaniat Foundation (FIF - Human Welfare, Foundation) was formed in Lahore in 2009 under the patronage of Hafiz Saeed, after the UN imposed sanctions on JuD in the aftermath of the 2008 Mumbai attacks. Its head office is located at 4 Lake Road, Chuburgi, Lahore.

The FIF is also listed as a company in 'Yellow Pages' , in Pakistan with telephone numbers etc as ,+92-42-37230550, Fax- +92-42-37230548 and Mobile numbers are +0300-4455591, 0300-9406242 and 0322-6602705.

FIF claimed itself as a Pakistan's most efficient and diverse relief, rescue and charity organization, providing aid to thousands in major natural disasters, calamities that have struck Pakistan and neighboring countries and consistently promoted, supported, and instigated communal welfare.

However, following subsequent bans, LeT and JuD indulged in name-carnage tactics to carry out their jihadi activities in garb of charitable. This can be gauged from the fact that FIF's senior functionaries have had affiliations with Let and Jud in the past at senior levels.

While Chairman of the FIF, Hafiz Abdul Rauf held senior positions in LeT, including Spokesperson, Director of the Humanitarian Relief and Director of the Public Service, some other senior leaders of the FIF including Mian Abdullah was ex-Director of Finance, LeT, Mohd Naushad Alam Khan was a key financial facilitator of the Let and Hafiz Khalid Waheed, son in law of Hafeez Saeed was Public Co-Coordinator of the JuD.

To cover up its Jehadi activates, FIF run 160 dispensaries, eight hospitals,145 ambulances, over 600 blood donation societies and arranged over 4555 medical camps and 570 eye camps in the year 2013. FIF also provides emergency aid during natural calamities. In the year 2010, when Pakistan faced a serious situation due to countrywide floods, FIF extended its relief work vigorously and earned kudos from the government and as well as people of Pakistan and gained legitimacy of its being a prime charitable organization in the country.

Meanwhile, Hafeez Saeed under the aegis  of  FIF continued fanatic  activities of preaching Islam, instigating Pakistanis against India and USA and motivating youngsters  to take arms against the so-called Indian occupation of Jammu and Kashmir and running militants camps in POK also.

Recently Hafiz Saeed's employing FIF once again came into limelight when he visited interiors of Sindh on April 21 and 22, 2014, facing international Indo-Pak border opposite Jaislmer sector of the Indian side. Significantly, the areas visited by Saeed, which included Islamkot, Mirpur Khas, Khairpur and Mitthi are largely Hindu inhabited areas and very close to the Indian border as Mitthi in Pakistan is hardly 40 kilometer from the Indian side.

During his two day visit, Hafiz Saeed distributed clothes, medicines and utensils arranged by FIF in these Hindu dominated areas and addressed villagers also on Islam. Hafiz Saeed's visit under the aegis of FIF to Sindh near Indian border in Jaislamer alerted the Indian security agencies as a few days before in January 2014 when one Indian Army jawan was beheaded and another was killed by commandos of Special Services Group (SSG), of the Pakistani Army, Hafeez Saeed had visited POK, which raised fortuity of his facilitating the Pakistan army in carrying out killings of Indian jawans.

Since FIF is a known front of banned JuD, which also claimed to be a charitable front of the LeT, linked with Al- Qaeda, on June 24, USA designated FIF, Pakistan as a foreign terrorist organization and and put its leaders including Hafiz Abdur Rauf, Mian Abdullah and Mohd Naushad Alam Khan in the list of specially designated global terrorists. However, as expected Hafiz Saeed rejected it and described the American move as a"worthless propaganda.

Pakistan government, however, did not follow USA on imposing any ban on FIF, Pakistan. Meanwhile, the deadly FIF, the so-called charitable Islamic organization which is, predominantly being utilized by the banned Pakistani terrorist fronts, under the leadership of Hafiz Saeed would continue its ISI supported 'jihadi' activities aiming against India under the garb of serving Islam and people.

Till Hafiz Saeed enjoys Pakistan and Punjab (Pakistan) government's sustained State patronage, ban on FIF by the USA is unlikely to yield any visible result in anti-Indian and USA activities by Hafiz Saeed, being carried out by him through FIF, Pakistan under the nose of the Pakistan government and patronage of ISI.
