After approaching the Tehsil office, Block office and District Collector Office time and again to know the status of their claims farmers in Odisha have filed for land titles under the Forest Rights Act.
IN PLACE of the signatories in the title like Divisional Forest Officer, District Collector and District Welfare Officer, the self-styled title contains the signature and seal of President of Forest Rights Committee (FRC), and Sarpancha of Panchayat and Secretary of FRC respectively. One of the titles which is issued in the name of Sripati Majhi of Ranjuguda Village in Renga Panchayat of Kashipur Block in Rayagada District of Odisha contains the signature of Saiba Majhi the President of FRC, Sumitra Majhi the Sarapanch of Renga Panchayat and Anantaram Majhi the Secretary of FRC.

The title recognizes the right over 3 acres of forest land, which was claimed before the Administration. Hundred and fifty such titles in Renga Panchayat and fifty titles each in Kashipur and Mandibisi Panchayat have already been issued to the claimants according to their claim after due verification by the FRC. In this regard the local activist Mr. Nabin Nayak says that around 15,000 tribal people had a foot march in February 2011 to ventilate their grievance of inaction and apathy of district administration in recognizing their forest rights and other fundamental rights.
As nothing is changed in the scenario, the people decided to issue their titles by equating their Sarpancha with the District Collector. These titles are already in the knowledge of government officials but there's been no response to such an innovative protest. As per the report, the claims were filed and pending in Block and District Level offices for the last two years, and Forest Right Act is in force in whole of the country since January 2008. As per the information provided by Welfare Extension Officer of Kashipur in Rayagada District around 4617 claims received and only 568 titles have been distributed to the eligible claimants till August 2011.
If goverment data is to be believed, still more than four thousand claims are pending at Sub-Divisonal Level Committee for consideration. However, the local activists claim more than ten thousand claim forms under Forest rights Act have been deposited with the administration, and the administration is sitting over the files to facilitate mining and industrialization. Protesting against government apathy in recognizing the forest rights of tribal and other traditional forest dwellers, the people preferred to issue the titles in their own way.
