Fiscal situation may hit 6th Pay Commission
Hopes of 4.5million Central government employees to have decent arrears due to 6th Pay Commission may get shattered. Worsening fiscal situation of country may force government to defer payments of arrears due to pay hike.
WORSENING FISCAL situation of government on account of farm loan waiver and high global crude prices may hit the recommendations of long awaited Sixth Pay Commission of 4.5million central government employees. The sixth pay commission had recommended a 28 per cent hike in the salary of Central government employee, after BN Srikrishna committee has given its report on pay settlement on March 24 this year.

It appears that mounting burden on the fiscal position may force government to defer the payment of arrears from January 01, 2006 to January01, 2008, that is two years from the original recommendation of the commission. It means that for all practical purposes the sixth pay commission may become effective from January 01, 2008. However, for the employees who have retired in between intervening period government may bring some relaxation.

Here is the nitty gritty of pay panel, which may suggests deferment

The recommendation of sixth pay commission would cost Rs 12,561 crores in the year 2008-09, but the pay panel have suggested some measures, which would have saved Rs 4,586 crore in the year 2008-09, and hence burden on government exchequer on account of the pay panel hike of 28 per cent salary would cost Rs 7,975 crore (Rs 12,561 crore-Rs 4,586 crore = Rs 7,975 crore) in 2008-09. Apart from that arrear payment from January01, 2006, would have additionally cost Rs 18,060 crore as one time burden. So total burden on government exchequer in the year 2008-09, would have been Rs 26,035 crore (ie Rs 7,975crore+Rs 18,060 crore = Rs 26,035 crore).

This arrear payment of Rs 18,060 crore appears to be a stupendous amount to a government who is struggling to keep it finances intact. The coffer of government, which is draining out due to populous loan waiver scheme and high cost of oil import (and not able to pass that burden to consumers), may appear bit stretched and put the question on finances of government. Major International rating agencies are tracking each steps of government and are now threatening to downgrade the India’s sovereign ratings to risk grade, which may have long-term implications on country.

It was expected that the recommendations of new pay and its arrear payment from the effective date of January1, 2006, would have cost 0.4-0.5 per cent of Gross Domestic Product (GDP) to government exchequer. Though the burden on government finances due to the sixth pay commission was lesser as compare to the earlier pay commission the fifth pay commission but, it appears that government may take cue from boiling crude, which is playing a see-saw game in the price range of $120-$130per barrel also.

On one hand government is making people to enjoy cheap gasoline through subsidy and on the other hand it is trying to take away some ‘considerations’ from its employee itself. But the question remains is cheap oil is being enjoyed by Central government employees only? Are rich Industrialists are not enjoying same cheap petrol/diesel/cooking gas?

Government has announced farm loan waiver of Rs 60,000/- crore on the proposition that the additional revenue collection out of taxes from corporates and public and government will able to cover the cost of farm loan waiver. However, it became a debated topic as how government will be able to generate the additional revenue when growth is being sacrificed to bring down the inflation below 12 per cent. Government policy to tackle inflation at the cost of growth may dampen the additional revenue generation as slow down in economic and industrial production activity may have direct bearing on collection of taxes.

Arrears of salary a big fuss for government it may be a topic of big debate why the pay panels in India are taking such a long time in fixing the wage of government employees? Why the issues of payment of arrears are coming? Is it not possible to pass on the benefits of increase in salary as and when due? Why there should be Centralised system of wage negotiation even in government employees? Why the settlement of wage should be done after a decade? In this fast moving world when every thing is possible in minutes why government is not coming out of this old system of revising remuneration of its employee? There is no dearth of talents in Central governments services which should be utilised to come out with a solution of all this haphazard practices. There should not be a deferment of employee expenses for several years. Government should thank its huge battle of employees who have not demanded interest on their pay arrears which otherwise would have caused another Rs 1500 crore at a conservative rate of eight per cent.

Though severe strain on government finances may force government to take such harsh measures like deferment of arrears of pay panel but, seeing the huge work force of Central government it may be a tough task for government. More so since the legislation makers may themselves may get affected after such step.

When the turn comes to government employees is it can't bear Rs.20,000/-Crores for new scales and arrears. .The issues pointed out by u are very valid. why there should be so much delay in the process of fixing pay? when the time is already known, as to when the pay revision is due , why cant the process start well before it is due? That way atleast accummulative burden of paying the arrears can be avoided. In addition the cost of all the commodities and sevices already go up in the anticipation of the rise in pay of govt employees, where as there is huge gap till the time it is actually availabe to the employees. Moreover the revision of pay after 10 long years itself does not hold good in present day set up, where the rise in the salries in the corporate sector is much much faster. The ultimate loser is the salaried employee. But he has no other option but to continue.

.The Govt should have thought of twice for the loan waiver to the farmers. The Govt employees are the backbone of the Govt. If the Govt is bent upon its Own Loss than what can be done.
.There was a news that a presentation will be made on 6th Pay Commission at the Cabinet on yesterday, the 7th August, 2008. But still there is no news regarding this. If anybody know anything please post it as early as possible. Regarding date of implimentation I think the government of India will impliment it 1.1.2006.

Thursday, August 7, 2008 On 15th August PM will announce about 6th PC implementation Some website says that 6th pay commission will be effective from 01.01.2008. It will be ridicules to cut the arrears of two year in the fear of extra burden on Indian economy in the name of high inflation rate. This is not confirmed yet. There is high possibility that PM will announce about the time line of implementation of 6th pay commission report. It is more likely that the modified 6th pay commission report will go to 13th finance commission and government will ask them to finish the analysis before 31 October 2008. Now government's aim is to bring the date of implementation as near as general election date or delay it till inflation rate will be down. So now, you can expect some new latest news of sixth pay commission on 15th august. Amidst all uncertainty, it is sure that Central government employee will get revised pay before the voting date of general election !!
.The government should impliment most awaited 6th pay with effect from 1 January, 2006 itself. The arear pay wef 1January, 2006 till date may be deposited into the GPF account of the concerned government employees and would not allow them to withdraw it for some years if the government is not a position to pay arrear in cash. .Very funny, It is not new thing. Our Indiam Govt. & their economist knew before implementing pay panel they might face the fiscal problems with any reason. Whether our indian govt is becoming empty or going to be underdeveloped or they are excusing on fiscal problems. I do not see there is any fiscal problem in india when i see our indian govt do expenses in other fields lavishly. As far as concerns arrear it should be given from January 1, 2006. however some arrears may got be deposited in GPF accounts of govt. employees and rest in cash . So as they delay, burden of arrear would be mounting

.The govt in power is playing very risky games in which the risk is almost as high as 80-90%. In a world where things are moving so fast and also private firms are paying handsomely, the govt while announcing the final decision should keep some issues in mind. Most of the high end departments like ISRO, DRDO ......... are facing high attrition rate for the past 3 years. None of the people feel happy and the most important reason being the kind of remuneration given as compared to outside govt world. On arrears, i think govt should first take responsibility of delaying the report for almost 3 years and hence pay arrears. There should not be any doubt about it. The report whose effects are to be implemented from 2006, the final decision should be out that time itself. The committee should hold meetings during one year before that. I sometimes wonder when govt expects somebody to take responsibility for terrorist attacks, security lapses..... then why are they shirking from their duties. These pay scales are going to be there for next 8 years or so during which india will be most ambitious considering international competition. Govt should take a prudent decision at this time or else will be suffering kindof slow growth effectively.

They destroy the Government finances by many foolish acts and go scotfree. The finance minister who is standing on the way should be removed as a first step. .It is becoming too dearer for the central govt. employees the more the acceptance of the pay commission is delayed. HRA, CCA, TA on tour etc. will be effective only fromt he day of implementation. TA/DA fixed in 1995 are still in force. To meet the expenses on tour, a central govt. employee has to incur expenditure from his pocket if he want to eat atleast twice a day. .I dont understand why every time this 'hallagulla' is made when the question of implementing the recommendations of the 6 th pay commission is raised. If the government is not in a position to implement the recommendations then let it not do so but it should also think of means to save revenue by first cancelling the perks of the MP's , making rail travel mandatory for all the ministers & MP's instead of Air travel, withdraw all security( as it is a costly affair these days), levy fine on the MP's disrupting the proceedings of the Parliament ( Crores of rupees are wasted in stalling the proceedings) , cancelling other facilities given to ministers. If these things are taken care off I believe the coffers of the government will always be full.

Arrears are not what you are oblizing to your employees but it is their due right not paid till date.You are lucky that the employees are not dseamnding interest on the arrears , I hope you will not make such a big mistake , or it may result in a big agitaion by your employees. Take the example of a class one officer like me visiting officially , do you know I have no chioce for hotels and restorents because i am getting a sum of Rs505 as DA for the tour to delhi whcih includes hotel charges and bording and lodging. Can any one a expect to have a right hotel in metros , miserable pl note I have stayed in Gurudwaras / dharmshalas many times as I can nt afford to spent money out of my pocket.
.It is indeed rightly said that why government takes 10 years to review salary of its employyes, and that too through a commission, whose recommendations take more than 4 months, may be even more, to get the report see the light of the day. On the contrary, in any major private sector, salaries are revised, I suppose, within three months? It is laughable at this juncture when ISRO plans a moon mission, DRDO builds a missile defencesystem, and government of India travels in a bullock cart, that too carted by old bulls. When government himself sets such standards, then they should also expect like outputs. The fifth pay commission even did not give the arrears of HRA, and the sixth pay commission wants to set even higher standards by engulfing the complete arrears. .When Mohan Singh became PM every body was rejoicing. Three people PM, Chidu and Montu took control of management of Finances. All are supposed to be experts. This Govt has now completed Five years and what is there now? 1. Crashed stock market 2. Highest inflation in the history of country 3. Home and consumer Loans sky rocketing 4. No money available to pay salaries (Mind it that arrears to employees are actually the salaries they should have got) etc etc. So these gentlemen could not deliver well in their own subject i.e., economics. The other burning issues in the country have been messed up. Security structure is fradmented. Vote bank politics is thriving. MPs have been bought for huge sums to save Govt. Middle class backbone is broken??? This Govt deserves chappels not votes in future.
.I know that everything like food/oil subsidies and farm loan waiver are very much required for the betterment of the living conditions of the nation. But the goverenment should have done their calculations properly. Why should the central govt. employees be the only ones to suffer from this situation. What was the need for 71000 crore of farm loan waiver..??.. it could have been around 50000 crore and the rest of it kept for 6SPC recommendations. Its simple mathematics gone wrong for the government. And with this increasing inflation why should talented people be at the mercy of govt. miscalculations ??... If this remains the scenario then the govt employess can only help the govt by reducing its payment burden by only leaving the govt job for better private sector jobs. Lets hope the govt is able to manage its organisations without the employees and lets hope that one day this nation doesnot get privatised totally.
.the PM is a cool& collected person. as an economist he is aware that the govt.has earned a lot from the taxes in the oil sector viz: 567982 crores in 2007-08.this figure will double in 2008-09 as crude oil is still above $120/- a barrel. where do you think rs 71000/- crores came from for the loan waver scheme. the taxes were collected by the govt. servants and they continue to do so this year too.read the figures available on public websites of the govt. of india. in all fairness this pay hike needs to be implemented expeditiously as the patience of every central services employee is wearing thin. the arrears can be deposited in the provident fund. for retired people it is time to give succour as they are hardest hit. we need not worry about moody's etc. there are large funds waiting to invest into India as they have no other place to go to. they are waiting for the liberal reforms package promised but held up due to political differences. nothing to do with the common man. purchasing power needs to be encouraged otherwise who is going to buy all the goods being produced by the corporate sector??
.It is not understood as to from which source the Govt has cleared the agriculture loans of farmers worth Rs 70,000 crores whereas total expenditure on sixth pay commission is only 26,035 crores. The govt should clarify this point

.If it is not possible to pass on the benefits of increase in salary as and when due in our Country, so the Govt should pay the arrear with interest. Why Govt employees should forgo their legitimate dues for the shake of waiver of loans etc.etc.
.Government has brought the situation to this point with 12% inflation and 10 years of waiting without proper remunaration. Employees of all other organizations, including the private sector get 15-25% yearly increments, pay the salary and arrears in time and get their things done in a profitable way. Does this mean that government employees are good for nothing and thus are waiting for the mercy of the Government. Already young talented (even mediockars) are prefering and not joining the government or those who joined earlier leaving the government. More people should leave and reduce the burden of the government so that government learns a lesson and behaves better in future.
.The 5th pay commission recomended that the next pay commission should be instituted in 2003 but the govt.never bother to set up in time rather they are reluctant to give the rightful arrears even from 2006 .This is no, less than gross injustice to the working class and will adversely affect their morale ..

.In today's computerised world, the delay in implementation of SPC is a matter of great concern to the employees.There can be several options to solve the problems.Arrears could be paid in GPF,or in instalments,but with interest from the accrual date.
.government never takes a single minute to hike the MP's pay .its a computerised world the pay commission should be enforced within a month.if the crude prices are high and LPG prices are high then every citizen is enjoyong it why all the burden is coming on central government employees and moreover they are payinf income taxes to government .there is no concession to an employee in income tax its jus like other citizens.the government is making the farmers more lazy by waiving their loans,they just enjoyed their loans and and again taking loans in the hope that the government again will exempt themfrom paying loans.the government should pay intrest on the arrears of the government employees Legally.but who listens what i feel that i m begging from government for my payment.God saves this nation.
.Its not a fair deal on the part of the Govt. They are taking advantage of employees patients. This means the Associations should have start weeping on Govt. Door right from the beginning the year 2006 when the Pay Commission was due to give its Report. Then wt would have been the outcome, yes Govt. should have not to pay the arrears but the have had to give revised pay scales from 1.1.2006. Now U see govt. had been eating fruits of 4.5 millions of employees' GPF which is lying with them no doubt paying interest but even they are riping good out of it. Then why the Govt. is depriving the lawful right of their law abiding citizen. Take an example if a Govt. employee is not paying house tax from 1.1.2006 can the Govt. exempt the Tax for 2 and half years. No, even they are charging interest on due amount. Pay thanks to Central Govt. Association they are not claiming interest for their legitimate dues, due from 1.1.2006.

.Govrnment would get back 30%+service tax as tax collected. As every body would fall in 30% tax bracket. So tax burden is reduced.

.It is shame for indian government to unable to implement revised scales within 2.5 years. on one hand the government is giving loan relaxation to farmers to gain vote bank, on the other hand it is trying to deprive the CGE from getting arrears. the living cost have incresed almost 10% in one year and it is impossible for the lower class CGE to survive. Govt. should think in a positive manner and symphtically.
.It is ridiculous to know that the government is thinking of implementing the pay commission from Jan 2008. The reason given is not acceptable. Government has money to waive off the agricultural loan. Actually these are the people who are responsible for bringing down the nations economy to drains. It is also the politicians who are responsible for worsening fiscal situation of the country. They will do this because they do not have to pay from their pockets. It is we, the tax payers, who are burdened. Secondly, the pension scheme for the government employees is stopped. I strongly suggest that all MPs should not receive pension from today onwards. Why there is discrimination between employees and MPs.
.when the govt. have 450 millions to help Afghanistan, why they do not have money to implement 6th pay commission and its arrear. Congress will come with the vote of govt. employees and not with foreign countries. so do something for us at the earliest if they want to come in power again.

.Government is not at a loss by waiving farmers loan or due to raise in oil prices, etc., it is because of purchase of ministers from the employees money for trust vote. .In that case the central government employees likely to loose arrears for two years. Many employees eagerly waiting for its implementation. The government intentionally delaying. All Unions are silent. The prime minister should take immediate steps for implementation of sixth pay commission.
