General category employees to submit memos to MLAs
The General Category Welfare Federation (GCWF) has decided to submit memorandum to all the MLAs and Members of Parliament of Punjab against 117th amendment in the constitution.
The meeting was held today at Patiala which was addressed by Jaswant Dhaliwal Acting President; Sukhpreet Singk, Secretary General; Kuldeep Singh, President PSEB unit and Jagdish Singh from Punjabi University.

Jaswant Singh Dhaliwal said that it was decided to participate in the rally in a big way being organised at Lucknow by different bodies on November 11 to protest against the amendment. The Federation will organise protest meetings in different parts of the state in coming days.

It may be mentioned that the Supreme Court in its landmark judgment of April 2012 had ruled that consequential seniority to provide reservation in promotion in government service orders is unconstitutional.

Immediately after the Supreme Court pronounced its judgment the politics of vote bank has started. The constitutional amendment no. 117 was passed by the Rajya Sabha on December 2012 as a result of this vote bank politics. Efforts were made to get this bill passed in the Lok Sabha but the government failed in its efforts due to protest of some members.

Sukhpreet Singh said that 117th constitutional amendment has been drafted to nullify the judgment of the Supreme Court and to overrule the conditions imposed by the apex court in S Nagraj case. The Supreme Court had ruled that while granting reservation in promotion the government must prove that the persons who are to be given out of turn promotion are really backward by providing quantifiable data.

Particular cast is not adequately represented in the services and such promotions do not affect the administrative efficiency.

The amendment will be effective from back date i.e. June 1995 which means that the seniority of the employees will be changed from 21 years ago and on a massive scale general category employees will be reverted.

Various speakers cautioned that in case injustice is done to 78% of the population of the country, all the employees and officers and their family and friends will reply decisively against this vote bank politics.
