Give flats to economically weaker classes but be careful

Recently, there was a news item mentioning the inauguration of a Sample Block of EWS DDA Flats for the Urban Poor residing at Dwarka. But many times the urban poor provide false certificates of income and caste and sell the flat before possession. This should be looked into.

THE INAUGURATION of the flats took place in the presence of Hon’ble Union Minister of Urban Development, Govt of India Mr Kamal Nath and Kumari Selja, as reported in Hindustan Times. Indeed, this is fine and appreciable. The work involves construction of 20,040 flats with all possible best available facilities with a carpet area of 269 sq ft approximately. The work has already started which is likely to be over by October, 2013.

The Delhi Development Authority said that work on over 20,000 houses for Economically Weaker Sections (EWS) by using prefab technology has already been taken up and construction of 24,000 flats for Lower Income Groups (LIG) will start shortly. "In all, over one lakh EWS and LIG flats would be completed in the next three years," reported Hindustan Times. This is indeed some good news for the people dreaming to own a house.

Now coming to the reality of the application/allotment of such flats.Ninty five per cent of the so-called EWS persons are not at all eligible for the allotment but with bogus/ false certificates from local influential politicians, councilors and their private employers, they do manage to get the false certificates certifying their false income.

It's not just false Income and other certificates, there are instances when before they take possession of the flat, sell the same to property dealers on the basis of general power of attorney. And if this does not work out they normally sell these flats at the earliest possible to make a huge profit.

Let there be a special clause in the application form or an affidavit be obtained not to sell the flat before 20-25 years; rather they should not be permitted to sell the flat allotted to him/her. These EWC are in no way less than BPL Card Holders who manage to get them with false certification to get benefits from the state and central government. Helping the needy is most appreciable but not these crooks who produce false certificates to cheat the government.
